The KPMG report highlights the explosion of illicit trade. The anti-tobacco see it as a maneuver to limit the increase in taxation.
This is an unprecedented phenomenon in France. Nearly 40% of cigarette consumption last year came from the parallel market, that is to say outside the network of tobacconists, compared to 35% in 2021. If we set aside purchases made in bordering countries, smuggling and counterfeiting alone accounted for almost a third of purchases last year. Which makes France the worst student in the European class. If we see an increase in illicit trade on the scale of the Old Continent (+ 0.3 billion cigarettes), it is mainly due to France (+ 1.8 billion). On its own (17 billion illicit cigarettes), it represented 47% of illegal volumes in the EU, far ahead of Greece (2.9 billion) or Poland (1.8 billion).
