[尹, 헌재 첫 변론 출석 거부]
It is expected that the Mutual Aid Investigation Headquarters (Gongjobon), comprised of the High-ranking Public Officials Crime Investigation Office (KOFIC) and the police, will begin executing the second arrest warrant for President Yoon Seok-yeol, who is suspected of being the leader of the rebellion, this week. According to the legal community on the 12th, the police department devoted itself to preparations for the second execution until today, the first weekend since the warrant was reissued.
It is known that the execution of the second arrest warrant is more likely to take place in the middle of the week rather than on the 13th. On the 10th, the police summoned about 20 commanders from the metropolitan investigation teams under the Seoul, Gyeonggi, and Incheon Metropolitan Police Agency to the National Investigation Headquarters to discuss arrest plans, but are said to have been unable to reach a conclusion.
After receiving a re-issued arrest warrant for about 3 weeks, which was much longer than the first warrant (7 days), the GCP set up a tent and other on-site bases in front of President Yoon’s official residence and arrested the leaders of the Presidential Security Service until the expiration of the warrant’s validity period. It is reported that the plan is to drag it into a long-term war. The Public Prosecution Service is also considering filing a lawsuit for damages or exercising its right to indemnification against the National Security Agency if injuries occur during the second execution or costs are incurred for removing obstacles.
The mutual aid agency believes that a more favorable atmosphere has been created compared to when the first arrest warrant was executed. This is because the command system of the National Security Agency is shaking. As the police have applied for an arrest warrant for Deputy Director Kim Seong-hoon, who is acting as Chief of the National Security Agency, they are considering ways to execute it and arrest President Yoon at the same time. Since the target of security by the Secret Service is limited to the President and his family, the Secret Service has no justification to prevent Deputy Director Kim’s arrest. The Mutual Aid Agency expects that if Deputy Director Kim is arrested, the defense line of the Secret Service will naturally collapse.
