The troika of the Presidency of the Conference of the Parties (COP) to the UN Framework Convention on Climate Change – the UAE (COP28), Azerbaijan (COP29) and Brazil (COP30) – sent a second letter to the Parties (i.e. countries party to the UN Convention) on 23 July, entitled “Mission 1.5°C”, calling for countries to boost their ambition to meet their climate commitments by accelerating the preparation and submission of their nationally determined contributions (NDCs).
As reported by Day.Az with reference to this document, it notes the following: “Since 2030, one of the key deadlines for significant emission reductions, is 6 years away, the urgency of solving the climate crisis requires accelerated action.”
“Following our first letter in March 2024 outlining the vision for the COP Troika Presidency Roadmap, we have implemented a number of initiatives related to the implementation of the pillars of the Paris Climate Agreement. Our shared success as a world requires tangible progress on climate change mitigation, adaptation and increased financial flows to support a fair and equitable transition for all countries to low greenhouse gas emissions and sustainable development. We will only succeed if we remain true to our collective commitment to the consensus reached in December 2023 in the UAE at COP28 on the first Global Stocktake (GST) and continue efforts to achieve the long-term goals of the Paris Climate Agreement (of 2015),” the second letter from the COP Troika Presidency to UN countries reads.
The document points out that adjusting the course to keep global warming within 1.5°C and creating global sustainability requires a transformation of the current global development model, encompassing various paths and approaches.
“This transformation must take into account the latest scientific achievements, be guided by the principles of justice, and promote social integration and economic prosperity,” the document states.
The letter, the text of which was published on Wednesday on the official COP29 website, notes that by February 2025, the next generation of nationally determined contribution commitments (NDCs) should be developed and submitted, which “must be truly transformative, key actions to catalyze investment in more effective climate action and support for the UN Sustainable Development Goals (SDGs).”
“The recent consultations in Bonn (SB60) demonstrated the difficulties of achieving climate ambitions without the necessary means to implement them… In this regard, the work of the Troika aims to achieve a balance between ambition and implementation capabilities, based on consensus and trust in order to achieve our collective climate goal,” the document notes.
The Troika recalls that it called on the UN Secretary-General to mobilize the entire system of support for countries of the world, especially developing countries, in the development, implementation and introduction of the NDC.
“We deeply appreciate the constructive feedback from Parties (UNFCCC countries), which has strengthened our confidence that the Troika can serve as a key vehicle for ensuring continuity of political ambition in support of the next step on the NDC,” the letter says.
The next round of NDC activities should take into account the special needs of vulnerable countries.
“In this context, there is an opportunity to make investments the ‘driving force’ for the implementation of the NDC. Appropriate regulations are also needed that will provide greater incentives for investments in the fight against climate change,” the Presidency Troika believes.
In her opinion, it is advisable to reform financial systems, international financial institutions and development programs to better support the fight against climate change.
“The deadline for new Nationally Determined Contributions between COP29 and the February 2025 deadline is fast approaching. We call on parties to set ambitions for next-generation NDCs at this critical time for the planet in an effort to keep global warming to 1.5°C,” the document says.
Significant steps must be taken before the UN General Assembly in New York (to be held in September 2024).
“The UAE, Azerbaijan and Brazil will be among those countries that will give the appropriate impetus to the UNGA on the NDC,” the letter says.
