COP28: Morocco and Ethiopia join forces to create an international coalition for access to sustainable energy

This memorandum of understanding, signed between the Ministry of Energy Transition and Sustainable Development (MTEDD) and the Moroccan Agency for Sustainable Energy (Masen), on the Moroccan side, by the Ministry of Water and Energy (MoWE), on the Ethiopian side, aims to supervise relations between the parties and to define the conditions and modalities of their cooperation with a view to establishing a CSEA.

The signing of this MoU is a recognition of the commitment of the Kingdom of Morocco, for several years, at the highest level, in favor of South-South cooperation, particularly with African countries, aimed at advocating for active solidarity in order to meet the challenges of climate change and sustainable development.

The MoU, initialed by the Minister of Energy Transition and Sustainable Development, Leila Benali, the Ethiopian Minister of Water and Energy, Habtamu Itefa Geleta, and Mr. Tarik Hamane, on behalf of MASEN, also stipulates that the new entity is inclusive, open to all United Nations member countries, with flexible governance and functioning, and that it ensures balanced representation of different regions and different contexts.

The parties agree that the CSEA shall be an independent entity, recognized by the United Nations system, and oriented towards the sharing of knowledge and experiences and the transfer of knowledge and skills in the field of sustainable energy.

The agreement also provides that the CSEA will have a training center, whose permanent headquarters will be based in Ethiopia, to support its actions of sharing knowledge and experiences and transferring skills.

The parties also agree that the CSEA Secretariat, which will have its permanent headquarters in Morocco, is responsible for the budget of the Coalition and reports to the Executive Committee, including the appointment of staff, organization and operation of the secretariat. , the implementation of its missions and the execution of the budget.

They also agreed that, for sustainable and effective cooperation, the CSEA’s action must be structured around a series of objectives. This involves strengthening the capacity and autonomy of member countries in sustainable energy development, particularly in the areas of public policy development, needs assessment, human capacity development and aligning projects with the context, and generating greater synergies between beneficiary countries by coordinating and aligning their political commitments towards a common vision and roadmap that will enable the achievement of SDG 7.

The agreement also aims to strengthen and help establish mechanisms for mutual assistance, exchange, cooperation, technology transfer and good practices between institutions and organizations of member countries in the field of energy transition. and renewable and sustainable energy, and to create a common renewable energy market capable of attracting larger and more experienced investors to develop renewable energy capabilities and build an industrial value chain around renewable energy.

It also works to contribute to the search for financing adapted to the diversity of contexts for implementing transition projects and access to sustainable energy and to mobilize resources for the proper implementation of joint plans and programs. and achieve the set objectives.

Regarding the organization of the new entity, the parties agreed to establish a Steering Committee composed of representatives of each of the founders (who can also invite observers), with the aim of developing a draft statute of the CSEA and a roadmap that can provide visibility on the steps leading to the creation of the CSEA.

Once the statutes of the institution are finalized and signed by the founders, they agree to create a Transition Committee responsible for promoting membership of the AECS in other countries and taking all necessary measures to attract the most possible large number of new members by signing the statutes of the association.

The Transition Committee will then be called upon to convene the first (constitutive) General Assembly of the CSEA and to propose operational and organizational documents.
