COP29 climate summit in Azerbaijan must put human rights at the center

In the run-up to the kick-off meeting tomorrow, March 21, to discuss the agenda of the United Nations Climate Change Conference (COP29) to be held in Baku, Azerbaijan, from November 11 to 24, 2024. Ann Harrison, climate change policy advisor at Amnesty International, said:

This meeting can help set the path for a successful COP29 in Azerbaijan, placing human rights at the center, including by determining a clear path to achieving the phasing out of fossil fuels in a complete, prompt, fair and funded manner. In practice, this means that COP29 must focus on massively increasing climate finance targets, especially with contributions from the main states historically responsible for greenhouse gas emissions and others that are in a position to contribute. such as the G20 states and high-income fossil fuel producers.”

“They must contribute to financing the necessary adaptation measures and achieving a just transition to renewable energy in the lowest-income States, as well as making binding commitments to adequately capitalize the loss and damage fund which is in the process of creation, to help communities and people who suffer the inevitable impacts of global warming.”

“States must respect and protect in all cases the rights to freedom of expression, association and peaceful assembly. However, COP29 will be held in an authoritarian oil-producing state with an alarming record of human rights violations, such as rsuppression of environmental protests and the arrest of journalists. We call on Azerbaijan to end these violations and undertake meaningful reforms before and after COP29 to meet its human rights obligations.”

“We also call on COP29 organizers to fully enshrine and guarantee human rights in the agreement with the host country and to allow the full, free and effective participation of civil society in the meeting. This agreement should be made public and accessible, in line with the decisions agreed in the United Nations Framework Convention on Climate Change, so that COP29 attendees can make informed decisions about their participation. It must also contain effective guarantees against retaliation and remuneration for expressing dissenting opinions, including grounds for environmental concern.”

Additional information

Around 40 ministers will meet in Copenhagen on March 21 and 22 to discuss COP29 and the progress made in the implementation of the decisions taken at COP28 in Dubai. The meeting will be chaired by COP28 President Sultan Ahmed al Jaber, along with incoming COP29 President-designate Mukhtar Babayev and Danish Minister of Development Cooperation and Global Climate Policy Dan Jørgensen.
