Cosmin Tudoran, a 21-year-old in Bucharest who previously attacked a food delivery worker, was re-arrested on October 7, 2026, by counter-terrorism prosecutors. Authorities accuse him of continuous terrorist threats on social media, targeting ethnic and religious minorities, and threatening to destroy a local place of worship.
The Central Structure of the Directorate for Investigating Organized Crime and Terrorism (DIICOT) formally placed Tudoran under a 24-hour detention order News. Investigators stated that the suspect carried out repeated material acts under a single criminal resolution motivated by religious and ideological animus.
According to prosecutor case files, the online threats began in October 2025 and continued through the present. The suspect allegedly used social media to target various ethnic and religious minorities with warnings of violent actions directed against their lives, physical integrity, and health.

Threats Targeting a Bucharest Place of Worship
Beyond digital threats directed at individuals, prosecutors revealed that the accused targeted a place of worship located in the municipality of Bucharest. The facility belongs to a religious minority.
Investigators emphasized that the objective behind the planned destruction of the site was to intimidate a segment of the public by generating a severe psychological impact. While officials did not publicly identify the specific denomination or the name of the targeted building, G4Media sources reported that the threats included claims directed against a synagogue in the capital.
The judicial activities were conducted alongside judicial police officers from DCCO with informational backing from the Romanian Intelligence Service (SRI). Prosecutors planned to ask the Bucharest Court of Appeal to issue a 30-day preventive arrest warrant against the young man.
Prior Convictions and the 2025 Delivery Driver Assault
This counter-terrorism inquiry operates separately from an earlier criminal case involving the same defendant. On the evening of August 26, 2025, Tudoran physically assaulted a food delivery worker from Bangladesh who was waiting at a traffic light on a street in Sector 2.
The assailant filmed the confrontation on his mobile phone, called the courier an invadator
(invader), and ordered him to return to his home country. An off-duty police officer, Andrei Jianu from Police Section 7, subdued the attacker at the scene within seconds of the blow.

Medical evaluations indicated the victim required one to two days of medical care. In September 2025, Sector 2 District Court sentenced Tudoran in the first instance to a suspended prison term of one year and eight months. That sentence merged a penalty for assault with a conviction for public dissemination of fascist, Legionary, racist, and xenophobic symbols, stemming from a June 2025 social media post featuring Adolf Hitler and Nazi swastikas.
