Refer the bill establishing the legal framework for traditional rule in the Republic of Benin to the National Assembly for examination and voting.
Under the terms of the Constitution, “the State recognizes the main guardian of customs and customs under the conditions laid down by law”.
In order to determine, in both a scientific and participatory approach, this legal recognition of traditional chiefdom, to take into account its mission and to control its operation without distorting its foundation, its structures, the rules for the delegation of power , a multidisciplinary technical commission was set up. in force.
This bill arises from his report. It appears that three categories of authority associated with traditional sovereignty are recognized, namely: kings, traditional chiefs and ordinary chiefs.
It includes a list of all recognized chiefs, defines the mission of the traditional chief, records certain rules regarding the devolution of power, sets out the principles regarding the relationship of the traditional chief with the State, the citizens and the authorities of the traditional sovereignty. between them.
In addition, he insists that, in each principality, the devolution of power takes place under the supervision of the nominating council, that a national room of traditional leadership is created whose rights, organization and operation will be determined in a regulatory manner. Finally, this bill provides for sanctions applicable to the failures of traditional sovereign authorities.
As part of the normative measures, a decree was also adopted to appoint notaries.
II- Communication.
II-1. Contracting to build a new transfer center with semi-mechanized sorting units for the Waste and Sanitation Management Company (SGDS) SA.
As part of its implementation of pre-collection and transport activities for household solid waste, SGDS-SA relies on management infrastructures including transfer centres. They represent transit points for solid and household waste collected from households in Grand Nokoué.
In addition, statistical data show that Cotonou and Abomey-Calavi are far ahead among the cities served, with production rates of 37% and 34% respectively of the total amount of waste collected.
The city of Cotonou has already benefited from the construction of a transfer center that helps reduce the high costs of transporting waste by using reduced capacity bins.
To strengthen the modernization of solid waste management and optimize the related costs, it was relevant to build a similar modern infrastructure in the commune of Abomey-Calavi.
II-2. Investment Code Approval.
Three companies, whose projects will create many jobs, have requested approval for the incentive schemes of the Investment Code. Examination of their applications allowed them to be admitted to the following systems:

This high-quality project, planned in the Cultural and Creative District of Cotonou, helps to improve the tourist offer with the aim of strengthening the capacity of accommodation for potential foreign investors;

II-3. Contracting for the design and construction mission of the Grand Nokoué nursery.
As part of the implementation of major projects with a view to balanced regional development, the Government is implementing a new approach that includes the systematic integration of the “landscaping” component.
In fact, the needs of all the projects currently being designed with this component boost the demand for plants. Therefore there is a need to increase production capacity.
To that end, due to the dedication it was possible to implement a construction program for the nursery that provides for the creation of an infrastructure that would be able to produce approximately 600,000 plants per year.
II-4. Contract to continue the rehabilitation and development work on the AKABA IDENAN museum in Kétou.
When this major tourist site was brought up to standard, measure no. 1 of the site regularly until the rehabilitation work on the box containing the Magic Door was accepted.
Regarding Lot No. 2, it must be subject to a new treatment to preserve the existing infrastructure and protect it from damage particularly related to bad weather.
That is why the Council agreed to enter into a contract with a company and a firm to carry out the respective monitoring and control work and mission.
