The Courts Budget was approved by the Economy, Finance, Budget and Planning Committee as 522 Million 479 Thousand 500 TL, with an increase of 2 million TL.

In addition to committee members, some MPs and bureaucrats, the President of the Supreme Court, Narin Ferdi Şefik, was also present at the meeting.

Baybars

Independent Deputy Ayşegül Baybars took the floor on the budget and stated that they reiterated their criticism that the resources requested by the courts were not given, and that this has become a routine practice. Baybars instead suggested that the President of the Supreme Court express the deficiencies.

Shafiq

Supreme Court President Narin Ferdi Şefik also stated that there was a lack of personnel and said, “Our problems continue in a gangrenous manner.”

Stating that they were aware of the impossibilities of the state, but their vehicle needs were not fully met, Şefik said that their requests for personnel were not approved.

Stating that one of the main problems stems from public problems, Şefik explained the problems experienced in the building.

Ministry of Finance Undersecretary Burak Şoforoğlu took the floor and said that they would provide the necessary support regarding the needs.

CTP Deputy Asım Akansoy also said that the necessary funds should be transferred to the budget in order not to leave the institution, which should be looked after like the apple of its eye, dependent on the ministry.

CTP Deputy Fikri Toros stated that he was very disturbed by the rumors spread about the independence of the judicial system.

Pointing out the importance of the balance between the legislature and the judiciary in terms of democracy and freedom of law, Toros emphasized that the independence of the judiciary against political factors is essential.

Stating that crime rates are increasing with the increasing population, Toros argued that the courts budget is a budget that will prevent justice from being served on its day.

Stating that the courts have communicated their needs and that it is “easily” possible to do what is necessary within this framework, Toros described the current budget figures as far from serious.

CTP Deputy Devrim Barçın also pointed out that crimes against children are increasing, and stated that keeping psychologist staff in the courts is “a shame for the country”, regardless of the government or the opposition.

Barçın expressed his hope that other ministries would take the courts as an example in their representation expenses.

Taking the floor again, Independent Deputy Ayşegül Baybars stated that one of the ways to ensure judicial independence is financial independence, stating that this is not like the budget of another institution and emphasizing that an approach such as “we will provide it to you when you request it” is not correct.

Minister of Finance Özdemir Berova also noted that as someone who served as the Minister of Internal Affairs and knows how budgets are prepared, Ayşegül Baybars’ speech saddened him.

Explaining the process by saying that Baybars also knew how this work was planned, Berova explained that requests from the Supreme Court were always considered as a priority.

Stating that worker recruitment should not be confused with staff recruitment, Berova said that he would personally work to recruit temporary workers.

UBP Deputy Hasan Küçük took the floor and stated that there was serious congestion in Kyrenia courts and asked what the situation was regarding the relocation of this building.

Responding, Minister of Finance Özdemir Berova stated that they had previously worked on the old hospital building, which was talked about being handed over to the courts, but any renovations and repairs to be made in this building had to be approved by the Antiquities Department.

Explaining that the cost of the survey they carried out for the repairs at that time was very high, Berova stated that she was also sensitive about this issue and noted that they would make a request to the Planning and Construction Department on this issue.

Narin Ferdi Şefik also explained that the expansion of the Kyrenia District Court is out of the question.

Şefik noted that in the current situation, they have to say yes to any building that will be given to them.

Later, with an increase of 2 million TL to the “Other Machinery and Equipment purchases” item of the Courts Budget, it was voted as 522 million 479 thousand 500 TL and was accepted unanimously.

Having completed its work today, the committee will hold its next meeting on Friday at 10:00. On Friday, the budgets of the Legal Department, General Directorate of Police, Security Forces Command and Ministry of Internal Affairs will be discussed.
