From the Council of Ministers come the new rules on Covid-19 green certification and what is possible or not possible to do to people who do not have it.
The Regions, including Valle d’Aosta, have already defined the criteria for using green passes as “excessively restrictive” which will become, in effect, passes also for consuming at the table in restaurants and bars, accessing sports facilities, parks entertainment and public competitions, attending casinos and spas, attending conferences, visiting museums and places of culture.
Not only that: the green pass will also be used to participate in sports competitions, events, festivals and fairs. With evident repercussions on the event and entertainment programs organized this summer, after months of forced stop.
Green pass and summer fair
The rules for green certification will come into effect on Friday 6 August and all events and fairs that take place after that date will have to adapt to the new measures. This is also the case of the Foire d’été 2021, the most important summer tourist event for Aosta and one of the main in the whole of the Aosta Valley, which will be held on Saturday 7 August.
With these rules, participation in the event seems subject to obtaining the green pass. That is, it is necessary to have had at least one dose of vaccine, be cured of Covid-19 for a maximum of six months or have a Covid-19 negative swab carried out within the previous 48 hours.
From a strictly organizational point of view, these restrictions are easy to apply when the event, even if outdoors, has a defined number of seats and a specific venue. The case of a “widespread” event such as the Foire d’été which involves an entire city center is different.
Unanswered questions
Let’s go back to the questions that we could not ask during the official presentation of the event, when it was already assumed that a green pass was required to participate in major events. And we ask, aware that we will hardly get an answer: the Region organizing the event will have to apply the rules on the green pass at the Foire d’été? Will exhibiting artisans have to be green certified, under penalty of exclusion? What about the organization and safety staff of the event? Will all visitors have to be screened? How? And those who live, work or for other needs reach the center of Aosta will have to show the certification to be able to move in the pedestrian streets during the Foire?
As mentioned so far, these questions have not received answers from the competent councilor and the offices that organize the highlight of the summer in Aosta.
On the occasion of the Sant’Orso Fair in January, despite the first signs of the impossibility of organizing the event in attendance due to the increase in infections, the Region almost at the last minute proposed a very expensive online replacement event compared to achieved results. This summer the situation seems to repeat itself. We have been talking about the obligation to have a green pass for events for several days, but no indications have been received from the regional offices on the existence of alternative solutions to the Foire in presence. From a round of phone calls to various artisans, it seems that, at least until yesterday, the situation has not been clarified to the exhibitors or a possible “plan B” has been communicated to them in the unfortunate event that the Foire cannot take place as announced.
