A fire breaks out in the basement of a high-rise housing estate in Dortmund. After the fire is extinguished, the charred body of a young woman is found. Inspector Rosa Herzog realizes that the woman did not die because of the fire. Traces on the body indicate that the woman was killed. An attempted rape can also be determined. The detectives from Dortmund are investigating manslaughter. During the investigation, they are confronted with racism, police violence and fake news.
