The Cuban Workers’ Union began to establish “ideological and partisan” control over the country’s micro, small and medium-sized businesses (MSMEs) with the creation of the “first union bureau for new economic actors.”

This measure is part of a broader strategy by the communist regime to exert political dominance over the non-state sector and workers operating outside its sphere of influence.

According to the Castro press report, the new bureau has been established in the El Castillito recreational center, in Havana, and will focus on the commerce, gastronomy and services sector.

The initiative, which was approved in November 2023 by the National Secretariat of the CTC, seeks to promote the creation of union sections in various marketing areas and in MSMEs themselves, with the aim of increasing membership levels.

Communist Isdalis Rodríguez Rodríguez, second secretary of the national CTC, stated that the main purpose is to represent and organize all workers, a mission that has been questioned due to the CTC’s historical alignment with official policies and its ability to control trade in favor of the dictatorship.

The Castro Minister of Internal Trade, Betsy Díaz Velásquez, highlighted that there are currently more than 250,000 self-employed workers and more than 6,000 MSMEs in this sector, raising the total number of non-state workers to more than 340,000, compared to approximately 190,000 in the state sector.

The person in charge of Cuba, Miguel Díaz-Canel, also wants some committees of the Communist Party of Cuba (PCC) and the Union of Young Communists (UJC) to interfere in non-state businesses, as he assures that there is a lack of control over certain problems, including tax evasion, but does not talk about the real difficulties of merchants such as inflation, shortage of raw materials for production and lack of support from the communist regime.
