Cuba already has its first Social Communication Law

Cuban deputies approved this May 25, as part of an already historic day, the country’s first Social Communication Law.

The Social Communication Law project was submitted for consideration by the National Assembly of People’s Power after extensive consultation among professionals, academics, and representatives of the people.

Alfonso Noya Martínez, president of the Institute of Information and Social Communication (IICS), explained during this afternoon’s session that in 2018 the Party’s highest leadership laid out the foundations of government communication and therefore this bill is consistent with the need to transform the management of social communication in the country.

He added that this law promotes national unity and supports the defense and continuity of the socialist development model in a scenario of political, ideological, economic, communicational and cultural wars against the Cuban Revolution.

Noya Martínez pointed out that it is also the first legal proposal on this matter that is promoted in the country. It is nourished by the Cuban communication practice and is inspired by the legacy of Commander in Chief Fidel Castro Ruz, the great communicator of the Revolution, with his gift of listening, understanding and always being accountable to the people.

It will also help to strengthen the political, ideological, social and cultural foundations of our socialist society and its inalienable aspiration to be increasingly just, more democratic, inclusive, humanist, independent and above all more sovereign.

The deputy, José Luis Toledo Santander, president of the Temporary Labor Commission approved by the Council of State on an exceptional basis to rule on the bill that is submitted for decision, said that after the deep consultation process it is necessary to obtain consensus between the operators of this normative project to guarantee the effectiveness of its application.

He stressed that the process of discussion of the norm carried out in the country’s provinces, in the months of January and February of this year, implied a drinkable enrichment of the contents and raised to 7,496 the people with whom the document was analyzed.

Toledo Santander pointed out that from this analysis about 60% of modifications to the legal text were generated.

He expanded that among its contents it specifies that social communication, as a sociocultural process, constitutes the basis of human relations that sustain change and the interpretation of data, information, knowledge, ideas, messages and meanings between people.

Likewise, it declared that among the issues addressed by the standard proposal is the social communication system; the information of the processes of social communication; social communication in cyberspace; the image and country brand of the Republic of Cuba; development of advertising and sponsorship; communication on public roads or outdoors, among other matters.

The President of the Temporary Commission indicated that the commission appreciates that the project that is submitted for decision is coherent with the Constitution of the Republic and the legal system of the nation.
