Cuba ratifies its commitment to regular, orderly and safe emigration

During the last months and weeks, the irregular migratory flow of Cuban citizens through the Central American corridor bound for the United States has experienced noticeable growth, which in turn increases the probability of the occurrence of regrettable events, such as the recent road accident in Mexican territory, in which several of our compatriots lost their lives, including a minor.

Cuba has repeatedly warned about the risks associated with the illegal smuggling of migrants and human trafficking, phenomena closely linked to irregular migration, which place the migrant in a vulnerable situation; and makes her a victim of organized crime, traffickers, extortion and abuses and illicit actions associated with this scourge. This happens even with Cuban travelers, the vast majority of whom leave the country through regular routes.

Cuba has also warned about the responsibility of the United States government with the irregular and disorderly emigration of Cubans who arrive or intend to arrive at its borders.

It is known that the economic blockade, reinforced in recent years, causes extraordinary limitations to the Cuban economy and the population’s standard of living, which stimulates the migration potential.

It is also known that the official policy of the United States government continues to privilege the Cuban migrant who arrives irregularly at its borders or illegally enters it, and later benefits them with the Cuban Adjustment Act, which grants Cuban citizens a differentiated and unique treatment throughout the world, by providing an expeditious way to obtain residency, regardless of the forms and means they use, even if they arrive illegally in its territory.

This behavior affects not only Cuba, the Cuban emigrant and the United States itself, but has consequences for several transit countries in the region, which add to the problems that these countries face with irregular emigration.

It is an issue that has been officially raised and discussed repeatedly with the United States government.

Our government is interested and concerned about the well-being and safety of its migrants, for which it provides appropriate consular assistance and guarantees for a voluntary and safe return.

The Cuban government will continue to work and cooperate with governments in the region to prevent irregular, unsafe and disorderly migration, to prevent risky departures that endanger human life and to fight against acts of violence associated with this phenomenon and related crimes, such as human trafficking and illegal migrant smuggling.

The government of Cuba urges the government of the United States, once again, to adopt the necessary measures to prevent the tragic consequences of irregular emigration and reaffirms its commitment to regular, safe and orderly migration.
