Daghim: The Presidential Council supports the Central Bank’s agreements, and has conditions

The representative of the Presidential Council, Ziad Daghim, in the Central Bank negotiations, sent a letter to the Deputy Special Envoy of the Secretary-General of the United Nations, Stephanie Khoury, in which he stressed the competence of the Presidential Council to appoint the Board of Directors of the Central Bank of Libya, calling for the issuance of a unified budget law for the year 2024.

The message came after the launch of the third round of dialogue regarding a new leadership for the Central Bank, according to the mechanism of indirect dialogue between the Presidential Council on the one hand and the two legislative councils on the other hand.

In his letter, Daghim referred to the initial agreement issued today, Wednesday, regarding the appointment of a new governor of the Central Bank, stressing the support of the Presidential Council for this agreement, provided that the new governor is elected in accordance with the provisions of Article (15) of the Libyan Political Agreement and the prescribed quorum in a transparent public session.

Regarding the appointment of the Board of Directors of the Central Bank, Daghim stressed that the jurisdiction to appoint the Board of Directors is an inherent jurisdiction of the Presidential Council in accordance with Article 8, Paragraph 2 of the Political Agreement, stressing that the issuance of parliamentary legislation (resolution or law) in accordance with agreement with the Presidential Council defining the identity of senior officials will contribute to resolving The crisis is final.

Daghim stressed the necessity of having a unified budget law for the year 2024, pointing out that the explosion of the central crisis was due to the absence of this law.

According to Daghim, the budget law requires three constitutional requirements that were not met in what Parliament issued, which are: submission of the draft budget law by the executive authority, consultation with the Supreme Council of State before submitting the draft, and approval by the House of Representatives of the draft with the prescribed quorum in accordance with the Sixth Amendment to the Constitutional Declaration, according to the statement.

Daghim called on the UN mission to lead a dialogue mechanism that ensures commitment to the political agreement to reach a unified budget law or agree on temporary financial arrangements, stressing that the Presidential Council is open to a direct dialogue under the auspices of the United Nations mission with the House of Representatives to address all unilateral decisions related to the financial and economic crisis.
