During a press conference held on Friday at the CICAD Abdou Diouf International Conference Center in Diamniadio after the closing ceremony of the 2nd Dakar Summit on the theme “Feeding Africa: Food Self-Sufficiency and Resilience”, Mr. Akinwumi Adesina stressed that these bodies will be chaired by African heads of state.
“Adopting a new way of doing business, Heads of State and Government have taken it upon themselves to assume leadership and responsibility to personally lead the charge to feed their countries,” the AfDB President said.
He said that the structuring of these councils, their operating methods and any other specificities will be at the discretion and convenience of each head of state, even though these structures are called upon to take into account the plan for monitoring the actions identified during the Dakar 2 summit.
Along with the AfDB, co-organizer of the three-day meeting, the Islamic Development Bank, the West African Development Bank, the International Fund for Agricultural Development, the Netherlands, Germany and other development partners from around the world, have agreed to support these pacts with an emphasis on “transparency and results.”
These pacts also involve the fishing sectors, particularly aquaculture and livestock farming, for food self-sufficiency.
Development partners have collectively committed to allocate $30 billion to implement the Food and Agricultural Commodity Supply Compacts over the next five years.
The work of the Dakar 2 Summit ended on Friday with the adoption of the “Dakar Declaration”.
The Declaration of “Dakar 2” read at the closing of the forum by the Senegalese Minister of Agriculture, Rural Equipment and Food Sovereignty, suggested setting up Presidential Councils to supervise the implementation of national pacts for food and agriculture, in order to ensure follow-up of the decisions of the forum.
The stakeholders of the Declaration also decided to “request the African Union Commission and the African Development Bank to follow up with the various development partners in order to finalize the support.”
They suggested that the Dakar2 Summit Declaration be submitted to the African Union Summit scheduled for February 2023 for consideration.
The African Development Bank (AfDB), organizer of this Summit in partnership with the government of Senegal, announced for its part a financing of 30 billion dollars for the implementation “as quickly as possible” of the national strategies of food sovereignty and resilience with the promise “to seek additional financial support from other partners and to report on the overall financing of development partners.
The Summit brought together heads of state, governments, the private sector, multilateral organizations, NGOs and scientists to address the growing challenge of food security in Africa. The Summit discussed developing financing mechanisms for the implementation of food and agriculture compacts, in collaboration with ministers responsible for agriculture, private sector actors, commercial banks and financial institutions.
