As per the agreement between the countries, the fund will receive funding from developed countries and other public and private sources such as international financial institutions in the initial stages. The European Union and the United States have also argued that large economies such as China, which fall under the category of developed countries, should not contribute to the fund, but should take responsibility for financing the fund because of their high polluters.

According to officials, not only poor countries but also middle-income countries, which are worst affected by climate change, can get help. Many experts have praised the decision.
