First, the military established the ‘Damyang-type integrated care mid-term plan’ (2023-2026) to lay the foundation for promoting systematic rural welfare policies, and based on the established plan, plans to invest 61.6 billion won in 19 projects over four years, including reinforcing the functions of senior centers and nursing facilities and strengthening medical services at public health centers.

Through this, the goal is to reduce the number of people admitted to nursing facilities and hospitals and those in long-term care by 5-7% to 244 people in 2027, and to reduce the burden on citizens by reducing medical expenses per person aged 65 or older from 5.7 million won to 4.7 million won.

Late last year, the military conducted a comprehensive survey of rural care targeting 4,525 people in 12 towns and counties for approximately three months to identify community resources and identify necessary services based on care needs.

Based on this, we have established customized policies that the citizens really need, and the ‘Integrated Care Happiness Companion Team Service’, in which social workers, nurses, nutritionists, and physical therapists directly visit homes to provide various care services, is receiving a great response from residents.

In addition, we are promoting a project to accompany elderly people with limited mobility to hospitals and care for discharged patients using the Hometown Love Fund so that donors who have shown love to Damyang through the Hometown Love Donation can feel a sense of accomplishment.

In particular, the ‘Our Village Doctor’ project, in which public health doctors and nurses visit households that have difficulty using hospitals to measure health indicators, provide counseling, and develop self-management skills, has provided on-site welfare services to 1,400 people 523 times and received high satisfaction.

In addition, we plan to establish a ‘Senior Club’, an organization dedicated to senior citizen employment, and continue to provide detailed support such as checking on the well-being using care robots, reinforcing the functions of nursing facilities, and supporting admission costs.

As such, Damyang’s special welfare policy tailored to the region has received a lot of attention and was selected as a pilot project for the Ministry of Health and Welfare’s ‘Integrated Support for Elderly Medical Care and Care Technology Support’ in May, giving momentum to the establishment of a Damyang-style rural care system.

In order to expand senior-tailored jobs that have recently been well-received by the elderly, the military added an additional budget of about 800 million won, extended the number of public service job activity days from 10 to 12, and increased the number of participants from 1,516 to 1,621.
