President Daniel Noboa delivered the sovereign guarantee for works in Portoviejo (Manabí) and attacked mayors and prefects «“They think that sovereign guarantee is just a matter of signing a piece of paper and that’s it.”

At noon on July 10, 2024, the Government delivered the sovereign guarantee for USD 50 million for the Hydrosanitary Megaproject of the Northern Urban Zone of Portoviejo. According to the municipality, more than 50 neighborhoods will benefit from water, sewage and roads.

This sovereign guarantee joins that of Guayaquil, which intends to use a USD 95.9 million loan, approved by the Andean Development Corporation (CAF), for the construction of the Fifth Aqueduct in the marginal area of ​​Monte Sinai, in the northwest of the city.

The endorsement sparked a conflict between the mayor of Guayaquil, Aquiles Alvarez, and President Daniel Noboa, due to the four-month delay in the Ministry of Economy’s signature. Noboa said that sovereign guarantees are not an obligation, “but rather an effort by the Government to use its borrowing capacity to grant it to a GAD so that work can be done in a locality.”

The event, held in La Rotonda Park, was attended by President Noboa; the Mayor of Portoviejo, Javier Pincay; the Minister of Economy, Juan Carlos Vega; the legislator of the ruling party, Valentina Centeno, among other authorities.

The governor, who has been working in the province since July 9, only highlighted the benefits of the project and assured that Portoviejo “should have had this project many years ago.” Centeno, for his part, referred to the government’s efforts for Manabí, such as the delivery of USD 53 million to the prefecture for rural road works, in addition to the reactivation of the Reconstruction Committee.
