Born in Madrid in 1968, he is a Doctor of Law from the Carlos III University of Madrid, specializing in State Public Law, Law Degree from the Complutense University of Madrid, Master in Territorial and Urban Policy from the Carlos III University of Madrid, specialty Urban Management, and Master in Public Law from the Carlos III University of Madrid, with the best academic record and extraordinary award.
