The Council of Ministers, at the proposal of the Minister for Transport, Mobility and the Urban Agenda, Raquel Sánchez, has approved the appointment of David Lucas as the new Secretary of State for Transport, Mobility and the Urban Agenda, and Raúl Blanco Díaz, the new president of Renfe .

The new Secretary of State, David Lucas, held the position of Secretary General of the Urban Agenda and Housing of the Ministry since February 2020.

Born in Madrid in 1968, he is a Doctor of Law from the Carlos III University of Madrid, specializing in State Public Law, Law Degree from the Complutense University of Madrid, Master in Territorial and Urban Policy from the Carlos III University of Madrid, specialty Urban Management, and Master in Public Law from the Carlos III University of Madrid, with the best academic record and extraordinary award.
In his extensive career within Spanish politics, he was elected Senator-elect for Madrid in the XII legislature; mayor of Móstoles, spokesperson for the PSOE in the Madrid City Council; deputy mayor of Getafe; President of the Spanish Delegation at the Congress of Local and Regional Authorities of the Council of Europe and President of the International Relations Commission of the Spanish Federation of Municipalities and Provinces; and responsible for the implementation of the 2030 Agenda in Spanish municipalities.

In addition, Lucas has been a member of the Steering Committee of the Council of Municipalities and Regions of Europe, of the Steering Committee and Executive Bureau of United Cities and Local Governments and of the OECD Interparliamentary Network. In municipal matters, he has been president of the Commonwealth of Southern Municipalities, vice president of the Federation of Municipalities of Madrid and president of the Finance Commission of this federation.
In the teaching field, the new Secretary of State has been a professor of Financial and Tax Law in History of Law at the Carlos III University of Madrid; Professor of Financial Law and Constitutional Law at the University of Nebrija; and professor of Political Science and Management and Public Administration at the Complutense University.
For his part, Raúl Blanco has a degree in Economics from the University of Barcelona and a Postgraduate in Local and Regional Development from the University of Barcelona, a Postgraduate in Financial English from Pompeu Fabra University – British Council.

Currently, he held the position of general director of the Fundación Escuela de Organización Industrial. Before, from June 2018 to last December, Blanco had held the position of Secretary General for Industry and Small and Medium Enterprises in the Ministry of Industry, Commerce and Tourism.
Previously, he held the positions of Director of Economic Development and Employment at L’Hospitalet de Llobregat City Council, Manager of Industrial Strategy at the General Directorate of Industry of the Generalitat of Catalonia and Head of the Department of Labor Studies and Publications Service and Industry of the Generalitat of Catalonia.
In the teaching field, he has taught at the Center for International Studies of the University of Barcelona and at the Faculties of Economics and Business at the Rovira i Virgili University and the University of Barcelona. Likewise, she has collaborated in courses and seminars in other national and international centers.
