Recently, the state government outlined the possibility that it could hire debt to face year-end expenses, although on previous occasions it has opted for unsecured loans, which are not covered by the participations.

It is possible that it will be done this way given the limited scope for contracting long-term loans, which have less aggressive payment conditions than unsecured loans.
