Timely and valid payment was the main priority and commitment of the Political Leadership of the Ministry of Rural Development and Food, the Administrative Authority, and the OPEKEPE Administration and is a testimony to all those who worked in difficult and demanding conditions. with self-sacrifice and duty, starting from the middle of July with the opening of the EAE 2024 and ending right today, on time and reliable payment. Reliability is strengthened by the fact that the payment advance is accompanied by detailed tables and fully extracted statistics for the first time after several years and after the gradual restoration of the Institution’s information systems.
The payment was made after OPEKEPE had completed all the checks for all IASC 2024 applications, the convergence of the rights gradually implemented from 2023 and the request of the eligibility criteria, provided by the national, community regulations and the National Strategic Plan for CBT 2023. -2027 (SS CBT).
The calculation of the payment reached half a billion euros and it was 499,582,090.36 specifically.
The implementation of the advance payment of Basic Support of 70% of the year 2024 concerns 527,200 beneficiaries out of a total of 642,348 applications submitted.
In the processing of the payment, 76,373 applications were not taken into account, as they do not declare land at all, or are without rights, or because they were submitted inadmissibly, or were excluded during spatialization and cross-checking ( monitoring, natura areas). , pasture without animals, etc.).
It is noted that the grazing lands, declared by the beneficiaries, as conservation pastures, in order to be eligible for support, can only be achieved by declaring livestock with a minimum grazing density of 0.2 MMZ/ha.
The above requests also include the 12,707 requests related to the transfer of rights, which, as announced by the Organization, will be paid when the 30% is paid (next December) and after their processing has been completed.
38,775 unique TINs must be added to the above number of beneficiaries not included in the payment (76,373) for a total value of 23,448,451.38 euros, which are categories that were not included in the payment batch, due to the following reasons, for example for example the 19,480 TINs, whose total value of rights is below 150 euros, according to Community regulations.
The other categories,which relate to 19,295 unique VAT numbers and were not included in the payment,are: Incorrect entry of bank IBAN
- Incorrect VAT submission
- Inactive farmer
- Revised commitments
- Obligations due to penalties
- Death of applicants
Thus,the total amount of the pre-nomination advance was 476,134,039.33 euros.
It should be noted that the partial recovery process of the amounts improperly paid for the year 2022 was started in today’s payment. In addition, as mentioned above, the payment did not include the 12,707 right transfers, which will be paid in liquidation December 2024. .
For those producers who have pending payments after the advance payment of basic support today, OPEKEPE will follow the standard procedure, as defined in the national and community legislation regarding any corrections.
