Decentralization Conference: Participants recommend the establishment of a joint fund for Senegalese-Moroccan decentralized cooperation (Dakar Declaration)

In the “Dakar Declaration” sanctioning the work of these meetings, which ended on Tuesday evening, the participants also recommended the institutionalization of these meetings through a periodicity integrated into the agendas of the organizations of the local authorities and the ministries in charge of decentralization of the two countries.

They also recommended the strengthening of cooperation and territorial diplomacy actions between the local authorities of the two countries, as well as the establishment of a bilateral commission responsible for monitoring the recommendations of these meetings.

The participants affirm that they consider the challenges that cooperation in the development of territories represents in the African and international municipal movement and in the process of integration of peoples and solidarity between them.

They also highlighted the importance of the decentralization process in the development of territories and the access of populations to basic social services.

According to the Declaration, the participants in these meetings requested the President of the Republic of Senegal, Macky Sall, “to initiate the process of operationalizing the High Council of Territorial Communities of Africa, whose headquarters Senegal has been designated to host.”

They also requested the Head of State Macky Sall “to transmit to His Majesty King Mohammed VI, may God assist him, the thanks of all the participants and local elected officials of Senegal”, indicates the Document.

The participants, the Declaration adds, were delighted with the perfect organisation of these meetings, with quality communications, exchanges and debates.

The conference, held under the theme: “Together, local authorities are paving the way for decentralized South-South cooperation marked by innovation and progress”, had the general objective of revisiting the history of the centuries-old relations existing between Morocco and Senegal and their two peoples, of sharing experiences of decentralization policies in force between the two countries and of outlining the opportunities for cooperation and financing of local development available to local authorities for both countries.

They also set themselves the objective of developing an action plan for implementing the agreement between the umbrella associations, and also aimed to reaffirm and strengthen the links of solidarity and cooperation between the local authorities of Senegal and Morocco through more dynamic territorial diplomacy.

Led by the Governor in charge of the Cooperation and Documentation Division at the General Directorate of Local Authorities (DGCT), Abdelouahab El Jabri, the Moroccan delegation that took part in these meetings included in particular the president of the Moroccan Association of Presidents of Municipal Councils (AMPCC), Mounir Laymouri, Mayor of the city of Tangier, officials representing the DGCT, the INDH, the FEC and the CDG, as well as presidents of different municipalities in the Kingdom.
