Latvia’s Deposit System Reaches Major Milestone, Driving Recycling Rates to New Heights

Latvia’s beverage packaging deposit system has proven remarkably successful, with over 1.5 billion containers returned for recycling in just four years, demonstrating a significant shift in public behavior and a commitment to a circular economy.

Four years after its launch on February 1, 2022, Latvia’s deposit system is now deeply ingrained in the daily routines of its citizens, significantly boosting recycling rates and resource circulation. The system, which incentivizes consumers to return beverage containers for a deposit refund, has surpassed expectations, according to industry leaders.

A Billion Containers and Growing

“The fact that in a relatively short time – in four years – we have reached the mark of more than 1.5 billion returned deposit packages, is a very important achievement for the entire society,” stated a senior official from SIA “Depozīta pakaka operators.” “This confirms that the deposit system in Latvia works, has strengthened and has become a common daily practice. Citizens use it consciously and regularly, making a real contribution to a cleaner environment and more efficient and sustainable resource circulation.”

The widespread accessibility of 1,161 taromats – automated deposit return machines – throughout Latvia has been a key factor in the system’s success. This extensive network, coupled with evolving societal habits, has propelled the deposit package return system to a level of maturity rarely seen in such a short timeframe.

Dramatic Increase in Recycling Rates

Data reveals a substantial increase in returned packaging. The return rate climbed from 62% in 2022 to nearly 84% in 2025, a clear indication of the system’s effectiveness and the population’s active participation. Citizen satisfaction has also risen dramatically, increasing from 69% to 90% over the same period, reflecting growing public trust and convenience.

Packaging Preferences and Environmental Impact

PET bottles remain the most frequently returned packaging type, accounting for 48% of the total volume. Cans represent 27%, and glass bottles contribute 25% to the returned materials.

The positive environmental impact is also evident in public perception. A recent study indicates that 85% of Latvian residents believe the deposit system reduces packaging waste in the environment, while 69% feel Latvia has become cleaner and more orderly since its implementation. Furthermore, 70% of consumers report that the system has positively influenced their environmental attitudes.

A Model for Circular Economy

The Latvian deposit system has quickly become a cornerstone of the country’s circular economy, promoting packaging recycling and the adoption of more sustainable resources. The system is managed by SIA “Depozīta Iepakojuma Operators” (DIO), a collaboration between leading beverage manufacturers and retailers.
