The ruling and opposition parties are entering into a full-scale speed battle by holding a joint discussion on the revival of the district party system in line with the opening of the regular National Assembly session in September. This is a follow-up measure to the previous day’s agreement between People Power Party leader Han Dong-hoon and Democratic Party leader Lee Jae-myung to actively discuss the reintroduction of the district party system. The ruling and opposition parties are aiming to legislate the revival of the district party system at the plenary session this month.

A key member of the Democratic Party said on the 2nd, “Since the two party leaders nailed down the content in a joint statement the day before, we will speed up discussions on reviving the district party,” and “Our goal is to pass the amendment to the Political Parties Act containing the content at the plenary session on the 26th.” The National Assembly’s Public Administration and Security Committee decided to collectively table the related amendments to the Political Parties Act at the plenary session on the 2nd and have them reviewed by the bill subcommittee.

Discussions at the National Assembly level are also in full swing. People Power Party Representative Yoon Sang-hyun and Democratic Party Representative Kim Young-bae, who each introduced the bill to revive the district party, have tentatively agreed to hold a related discussion at the National Assembly on the morning of the 9th. Representative Kim said, “We have invited the leaders of both parties to give congratulatory remarks. Since this is the outcome of the representative meeting, we expect both of them to attend.”

Some say that the reason the ruling and opposition party leaders are actively trying to revive their local party is because of their own political calculations as the next presidential candidates. One leader can revive the local party to strengthen solidarity with the chairmen of the party committees outside the National Assembly, and the other leader can solidify the foundation for a nationwide election campaign ahead of the next presidential election.

However, some point out that the district party could be a “political regression” because it was once abolished due to controversy over illegal political funds in the past. A Democratic Party re-elected member who served as a regional committee chairperson said, “If the district party is revived, it will be difficult to prevent the recurrence of the ‘high-cost politics’ that was a problem in the past. Above all, from the public’s perspective, the revival of the district party will not be considered a “livelihood issue.”
