According to the regulations, if the information about the crime is confirmed and the court makes a decision based on it, the applicant can receive up to 1 million soms. “Materials on the application of persons who reported the fact of a corruption offense, as well as for the payment of remuneration, were not submitted to the Commission of the Ministry of Internal Affairs of the Kyrgyz Republic,” the Ministry of Internal Affairs said in a response to an official request from Kloop.

The regulations for the work of the Commission on the consideration of issues related to the payment of remuneration to those who reported corruption were approved by the Ministry of Internal Affairs on December 30, 2021.

According to a document published in November 2021 by the Cabinet of Ministers, a citizen who reported corruption can count on a reward – 10% of the amount reimbursed to the state, but not more than 1 million soms. They promise a reward if the information is confirmed and the court makes a decision against the criminal that is not subject to appeal.

The promise of rewards for reports of corruption is part of the anti-corruption policy of President Sadyr Japarov, as well as the “custurization” he began after coming to power. According to it, the State Committee for National Security detains officials on corruption cases and assesses the damage they have caused to the state. In the case of payment of the amount established by the special service, the corrupt official may remain at large.

The first case under the “Corruption” article, which fell under “cousturization”, was about corruption at customs. Then the ex-deputy head of the Customs Service Raiymbek Matraimov was detained, who compensated the damage to the state in the amount of 2 billion soms, and after the court found him guilty, fined him another 260 thousand soms and released him from arrest.

After being accused of illegal enrichment, Marat Amankulov, a former MP from the Birimdik party, also transferred 50 million soms to the state account. Because of this, he never spent a day in custody.

The funds collected from corrupt officials are first transferred to the accounts of law enforcement and supervisory authorities, then to the account of the Ministry of Finance. The ministry reported that in this way the budget received a little less than 8 billion soms in three years. However, the authorities have never published reports on how the money received through “custurization” is spent.
