In Azerbaijan, special attention is paid to training young people at prestigious universities in foreign countries, as well as participation in training programs in various areas.
This was discussed at a press conference by representatives of the Ministry of Culture of Azerbaijan at the National Museum of Arts of Azerbaijan, Day.Az reports.
It was emphasized that the “Strategy for Socio-Economic Development of the Republic of Azerbaijan for 2022-2026”, approved by the decree of President Ilham Aliyev dated July 22, 2022, is of particular importance. As you know, the action plan of this strategy reflects the direction of activity “Ensuring the dynamic development of cultural and creative industries (CTI) and strengthening the export potential in this area.”
The Ministry of Culture was identified as the main executive body in connection with the creation of certification programs in accordance with the requirements of the CTI areas and a special scholarship program for study abroad.
The event highlighted the completion of the qualifying stage for the scholarship program and the announcement of candidates identified by the commission for this program. First, a video containing information about the winners of the scholarship program was shown. Head of the Media and Communications Department of the Ministry Ainur Kerimova noted that within the framework of the KTI scholarship program abroad, it is planned to finance the education of 15 people during the year, and 60 students by the end of 2026. The scholarship program offers study options related to studying abroad at the undergraduate level, studying abroad at the master’s level, short-term studies, courses and programs conducted abroad (including distance learning), and short-term studies, courses and programs conducted in Azerbaijan.
It was noted that from August 15 to September 15 in 11 areas of specialization – audiovisual (music, cinema – animation, videography and photography), fashion art, design, curation, architecture, event organization, management in the cultural and creative sphere, organization of work with publishing houses, the gaming industry, theater, comedy and performance, creative technologies announced the acceptance of documents for financing study abroad at the undergraduate and graduate levels. During this time, 26 candidates registered through the website edu.creative.az, and 21 of them had the opportunity to take part in the interview. Of the applicants, 8 candidates applied for scholarships to study abroad at the undergraduate level, and 13 at the graduate level.
Speaking about the reforms carried out by the Ministry in the field of education, the adviser to the minister emphasized that cooperation is being carried out in this direction with a number of higher educational institutions. It was noted that starting this year, the Ministry of Culture carried out completely electronic processes related to the admission of students to music and art schools, as well as the hiring of directors and deputy directors.
Head of the Department of Creative Industries and Digital Development of the Ministry of Culture Rashad Azizov reported that in accordance with the “Rules for ensuring objectivity, openness and transparency of the process of selecting participants in the competition,” as well as in order to perform other tasks, the department actively operated a “Special Scholarship Commission on Culture and Creative Industries,” consisting of specialists in this field.
From the analysis of candidates’ documents, it is clear that the educational institutions to which applicants are admitted are highly rated foreign universities, and the selected specialties are also priority areas. The applications were carefully reviewed and it was deemed appropriate to fund the education and living expenses of 18 candidates through the scholarship program. In addition, at the press conference it was noted that the department decided to support the costs of education and accommodation of two students who had previously applied for a scholarship (Lyatif Latifsoy – Sorbonne University, France, Faculty of Cinema and Audiovisual Arts, Ayan Mamedova – Warsaw Film School, Poland, Faculty of Cinema and Multimedia/Film Directing).
Advisor to the Minister of Culture Jahangir Salimkhanov said that the country needs internationally educated youth: “We are very pleased that the education and living expenses of a number of our young people will be funded through the KTI abroad scholarship program. We will try to maintain regular contact with our youth who have won the scholarship program.” .

It should be noted that according to the “Criteria for the selection of students, procedures and rules for financing education”, after completing their studies, program participants must be engaged in work activities for at least three years, including entrepreneurial activities registered in Azerbaijan, in the areas of specialization in which they are studying in subordinate institutions, both within and outside the ministry, and also take on responsibilities such as participating as a trainer in master classes organized by these institutions.
