Develop an emergency plan to deal with floods

In implementation of the decision of the Prime Minister of the Government of National Unity, Abdul Hamid Dabaiba, the National Emergency Committee of the Ministry of Local Government in the Government of National Unity held its first meeting to develop a plan to confront the floods in a way that ensures an effective and coordinated response.

The Ministry of Local Government stated in a statement that “the National Emergency Committee, headed by the Secretary-General of the Supreme Council for Local Administration, Nasr Al-Mahtout, and attended by all its members, held its first meeting to develop an emergency plan to confront the challenges that may result from the flow of valleys and torrents due to fluctuations in weather conditions and heavy rainfall in some areas.”

During the meeting, it was agreed that “the local call center 1415 will be the main room for managing emergency operations and rapid response, so that coordination operations will take place within it with the various parties concerned with responding to potential weather fluctuations, and the various roles and responsibilities will be distributed to individuals and relevant parties to ensure an effective and coordinated response.”

During the meeting, “the warnings of the Director of the National Center of Meteorology regarding the increase in thunderstorms and rain on Thursday and Friday in some areas of the northwest, from the south of the mountain to Ghadames, and some areas of the far west coast, were reviewed, which requires taking caution and staying away from the path of torrents and valleys.”

“The National Emergency Committee, according to the tasks assigned to it, is responsible for communicating and coordinating with municipalities that may be affected in determining urgent needs and working to provide them in coordination with the relevant state institutions to confront any emergency that may result from the expected fluctuations in weather conditions in all regions of Libya, and to maintain the security and safety of citizens and public and private property.”

It is noteworthy that the National Emergency Committee “was formed by Prime Ministerial Decision No. 417 of 2024, headed by the Secretary-General of the Supreme Council for Local Administration, Nasr Al-Mahtout, and the membership of the Chairman of the Board of Directors of the Tripoli Public Services Company, the Chairman of the Ambulance and Emergency Authority, the Chairman of the Board of Directors of the Water and Sanitation Company, the Director of the Dams Department at the Ministry of Water Resources, the Head of the Medical and Emergency Authority, the Director of the Office of Shift and Coordination at the Ministry of Interior, the Director of the Civil Defense and Rescue Department at the National Safety Authority, the Director of the Patrols and Branches Department at the Agricultural Police Department, the Director of the Emergency and Support Department at the General Electricity Company, three employees from the local call center 1415, and the Director of the National Center for Meteorology.”

This was the president National Emergency Committee “Nasr Al-Mahtoot” and a number of its members conducted a field tour to a number of valleys in the municipalities of (Souq Al-Khamis, Al-Araban, Asbi’a, Al-Sa’ih, Qasr Bin Ghashir, and Al-Awata) to assess the condition of the dams and valley paths, in anticipation of the expected fluctuations in weather conditions that the Meteorological Center has warned about, which are expected to be accompanied by heavy rains that may cause valleys to flow and form torrents.”

The tour included “inspecting the Wadi Al-Majinin Dam, Wadi Al-Hamam in Al-Araban, Wadi Al-Barghoutiya, Wadi Al-Kharoo in the municipality of Al-Sayeh, and Wadi Al-Rabi’. During the visit, Al-Mahtout was briefed on the ongoing work to clean the valleys and remove obstacles,” stressing “the importance of this work in reducing the risks of floods and valleys.”

The head of the National Emergency Committee explained, during the tour that he carried out in the presence of the mayors of the municipalities of (Qasr Bin Ghashir, Al-Sayeh, and Souq Al-Khamis) and the director of the Security Directorate in the Four Regions, that “this visit comes to check on the technical condition of the dams and valley paths and to ensure their readiness to confront the repercussions that may result from the flow of water, mitigate the resulting damage, and provide full support to the municipalities that may be affected.”

Al-Mahtoot called on citizens to “take caution and not use the valley paths until the period of weather fluctuations ends and to follow the instructions issued by the relevant authorities to ensure their safety.”

He added that “the committee will continue to closely monitor the situation and will work to harness all necessary capabilities to confront all circumstances and challenges that may result from fluctuations in weather conditions, in order to ensure the safety of citizens and preserve public and private property.”
