Development and finalization of the document of the BOUCLIER-CLIMAT/MONO project: A regional consultation workshop in Cotonou

As part of the work to develop and finalize the project document, OSS undertakes to follow best practices for the implementation of regional projects, such as BOUCLIER-CLIMAT/MONO. It is in this context that the regional consultation workshop was held in Cotonou, Benin on March 28, 2023.

Present the project development process, the main sections of the project document, the budget by component, the institutional arrangements with the roles and responsibilities of each entity, the consultation process; Present the first results of the deliverables of the thematic studies being developed by the consultants (AV, ESIA, Gender, Cost-Effectiveness); Encourage commitment and ownership of the project by all stakeholders; Collect the various concerns, propose solutions and inform stakeholders about the risk management mechanism; Collect recommendations for integration into project design. These are the objectives of the BOUCLIER-CLIMAT/MONO project. The regional consultation workshop brought together Representatives of the Implementing Entity (OSS) in Cotonou; Representatives of the Executing Agencies of the project (ABM and GWP-AO); Representatives of the national institutions concerned (Ministries in charge of Water, Ministries of the Environment, Ministries of Agriculture, Structures in charge of disaster risk reduction, etc.); Local authorities of the regions concerned; Traditional authorities; Civil society representatives; Community representatives (vulnerable groups, cooperatives/associations of women and young people, etc.). It should be noted that OSS is organizing the workshop, in collaboration with its regional implementing partners, ABM and GWP-WA. The workshop follows visits and consultation meetings organized in the project areas of the two countries concerned. The regional consultation workshop made it possible to present and discuss the results of the consultations with the beneficiaries and other stakeholders of the project at the local level of the Mono basin, to discuss the first results of the thematic studies, and to agree on the aspects priorities to be included in the project document. In addition, the BOUCLIER-CLIMAT/MONO project aims to: Ensure the long-term monitoring of climate risks through the production of reliable scientific data and information at the local, national and cross-border levels in the Mono River basin; Develop and implement a regional flood early warning system for disaster risk reduction on vulnerable communities; Implement concrete adaptation actions to strengthen the resilience of the most vulnerable communities; Strengthen the institutional and technical capacities of ABM and its actors. As a reminder, the BOUCLIER-CLIMAT/MONO project is designed around three main components. These are the establishment of the strengthening of management tools resilient to climate change in the Mono River basin; Improve the resilience of the basin’s most vulnerable ecosystems and populations to the impacts of climate change through concrete adaptation measures; Strengthen the capacities of the various actors, and finally share knowledge and raise awareness among all beneficiaries at different levels.
Why the BOUCLIER-CLIMAT/MONO regional project?
The Mono River cross-border basin is located in West Africa and covers an area of ​​approximately 24,300 km², including 3,000 km² in Benin (i.e. 2.14% of the country’s territory) and 21,300 km² in Togo. (i.e. 38% of the country’s territory). With a view to better identifying and implementing appropriate approaches to managing cross-border environmental problems and challenges in the basin, the two States created the Mono Basin Authority (ABM) in 2014. Thus, the main mission assigned to the ABM is to ensure the sustainable management of the basin through the integrated, equitable and concerted management of water resources and associated ecosystems. It is in this perspective that the regional BOUCLIER-CLIMAT/MONO project was initiated with a view to reducing the exposure of communities in the Mono basin to climate risks, in particular floods, and to strengthening their adaptation and resilience to climate change. , through the implementation of the integrated water resources and flood management approach. It was submitted to the Adaptation Fund (AF) under the three-step approval process. The first two stages (Pre-concept note and concept note) have been approved by the Fund’s Board of Directors. These two documents containing more detailed information on the basin and the project are accessible via the FA website. The third and final step will consist in the preparation of the full project document (Full proposal) to be submitted to the FA, in April 2023, in order to access funding. At this stage, all detailed information should be provided, taking into account the comments and recommendations resulting from the evaluation of the concept note. This proposed project will be implemented by the Sahara and Sahel Observatory (OSS) in its capacity as a Regional Implementing Entity accredited by the AF and regionally executed by the Mono Basin Authority (ABM) and the Global Water Partnership in West Africa (GWP-WA), as Implementing Partners.
