Devesh Uttam Appointed as India’s Next Ambassador to Ethiopia

The Ministry of External Affairs announced on Thursday that Devesh Uttam has been appointed as the next Ambassador of India to the Federal Democratic Republic of Ethiopia. Uttam, a 2003 Indian Foreign Service officer currently serving as Ambassador to Lithuania, is expected to assume his new diplomatic assignment shortly.

The appointment marks a transition for Uttam, who brings a diverse portfolio of administrative and diplomatic experience to the role. His career has spanned high-level roles in New Delhi and various strategic missions.

Diplomatic Tenure and International Assignments

Before his current posting in Lithuania, Uttam’s diplomatic trajectory included significant roles in the Middle East and at the United Nations. He served as the Deputy Chief of Mission at the Embassy of India in Tehran and as a Counsellor at the Permanent Mission of India to the United Nations in New York. While stationed in New York, his influence extended to global administrative governance; he was elected as a Member of the United Nations Advisory Committee on Administrative and Budgetary Questions (ACABQ) from 2013 to 2016.

Uttam also represented India on the Advisory Board of the UN Democracy Fund during his tenure in New York. His experience in volatile regions includes service in Indian Missions in Syria and Libya, where he headed the Culture and Information wing in Damascus and the Political and Commercial wings in Tripoli.

Administrative Leadership within the Ministry of External Affairs

Beyond his overseas postings, Uttam has held several key leadership positions within the Ministry of External Affairs in New Delhi. He previously served as the Joint Secretary of the Consular, Passport & Visa (CPV) Division. In that capacity, he was also responsible for the Office of the Central Authority for Extradition Matters.

His internal ministerial experience is further rounded out by roles as Director of Administration and as an Under Secretary and Deputy Secretary focusing on the Gulf region. This administrative depth is complemented by his pre-IFS career, during which he served as the Assistant Director General of Foreign Trade in the Ministry of Commerce and Industry.

Academic Background and Research Specialization

Uttam’s diplomatic approach is supported by a strong academic foundation from Jawaharlal Nehru University in New Delhi, where he earned both Master’s and M.Phil. degrees. His specialized research focused on the European political landscape, specifically the Eastern Enlargement of the European Union.

According to reports from devdiscourse.com, his M.Phil. study centered on a cost-benefit analysis for the new Member States joining the EU. Additionally, he has studied International Business at the Indian Institute of Foreign Trade (IIFT) in New Delhi.

His linguistic capabilities are extensive, as he speaks English, Hindi, and Arabic, and has also studied Sanskrit and French.

Transition to Ethiopia

The move to Ethiopia follows a career path that has balanced specialized administrative duties in New Delhi with high-stakes diplomatic representation.

Uttam is expected to take up the assignment shortly, transitioning from his current role in the Republic of Lithuania to the Federal Democratic Republic of Ethiopia.
