Another fraud crime of the State Insurance Commercial Company (SSC) has been revealed. If you have forgotten, let us remind you that the author of these lines has not yet managed to pay the one-time insurance payment of 8,800 manats to the bank account, which was entrusted to the State Insurance Company from last year. 3 months ago, the DSMF employee who called from 0125250624 said that on 19.03.2019, “Azersighorta” OJSC had allegedly paid 8,800 manats to the account of Karabakh disabled person of the 1st degree. Now, for 3 months, neither the Cabinet of Ministers, nor the Milli Majlis, nor the Audit Chamber, nor the DSMF itself, under the Ministry of Internal Affairs and Communications, has been able to obtain the payment order confirming this payment, the appropriate financial document, and the account to which it was transferred from the insurance institution. In a letter dated 10.03.2023 issued 2 months later, Jeyhun Gurbanli, adviser to the chairman of the board of directors of the State Council of State of Ukraine, said “there is a need for a necessary investigation, and an answer will be given depending on the outcome of the investigation.” For 3 months, we have pointed out that there is no need for an investigation here, that if 8,800 manats were paid to the Karabakh disabled person of the 1st degree on 19.03.2019, then the appropriate payment order should be given, and if it was not paid, the correct information should be given to the DSMF, but no attention was paid.
In a letter dated 18.05.2023, Jeyhun Gurbanli, the adviser of the chairman of the board of the company, told to the request of the Auditor of the Accounting Chamber, Mrs. Vafa Mutallimova, to the SSC and DSMF dated 14.04.2023 about the solution of the problem to the Accounting Chamber (HP) in order to clarify the mentioned cases (?-which cases – MB), a relevant investigation was conducted, as a result, it became known that the state compulsory personal insurance payment was given to the citizen by the company based on the COURT DECISION (italics is ours – MB). CURRENTLY, A REQUEST IS SUBMITTED TO THE EXECUTIVE DEPARTMENT OF BAKU CITY, BINAGADI REGION REGARDING OBTAINING APPROPRIATE DOCUMENTS. In the letter stating that “the citizen’s appeal will be considered after the said request is duly answered”, Farid Mustafazade, director of the company’s legal department, addressed to Ilham Hasanov, the head of the enforcement department of Binagadi, “documents on the enforcement case mentioned for consideration of the citizen’s appeal (court resolution, writ of execution, confirmation of payment) 2 fake applications dated 09.03.2023 and 17.05.2023 with the request to provide assistance in submitting certified copies of documents, decision on termination of proceedings) to the company were also attached. The first thing that proves the fraud is that, as we emphasized above, the adviser of the company head stated the need for an investigation in a letter dated 10.03.2023, and of course, it is impossible to know the result of the investigation a day before that – on 09.03.2023. At the same time, HP’s request was given on 14.04.2023, and the answer was given on 18.05.2023. According to the requirement of the law “On citizens’ applications”, the application must be answered within 15 days, or at the latest within a month. But these are, as they say, technical issues. The facts that prove criminal fraud are not visible from this answer?
It seems that the SSC has taken the path of making the executive department its comrade “to go to hell, to vomit the blood money of the disabled person of Karabakh”. Look at the arbitrariness, the blood money fraud, he states that he paid based on the court decision, but he demands confirmation of this from the executive department!(?) If you have paid, you have to pay the demanding Karabakh disabled person of the 1st degree, why do you write that you falsely paid to the executive department? After all, you informed DSMF that on 19.03.2019, the company made an insurance payment of 8800 (eight thousand eight hundred manats) to the 1st class Karabakh veteran. How is it now that the company has changed DSMF with Binagadi executive department? On 19.03.2019, 8,800 manats were transferred to the Binagadi executive department with a “firecracker” or with a pigeon, or maybe with a “Novruzali service”? No matter who believes in such tales, the 1st degree Karabakh veteran who has not yet met his blood money cannot believe it!
In our opinion, since these fraudulent letters prove the criminal forgery of the SSC, the SSC should transfer the blood money to the Karabakh disabled person’s account, even if it is late. The Ministry of Justice, under the authority of the Ministry of Justice, is well aware that information about those who receive payment by court decision is not provided to the Ministry of Justice, but to the Ministry of Justice.
