PRF director spoke about the death of a 3-year-old child

The general director of the PRF (Federal Highway Police), Antonio Fernando Souza Oliveira, declared this Friday (8) that the shot that hit Heloísa dos Santos Silva, a 3-year-old child, is not a method accepted by the corporation.

The case occurred while Heloísa was in a car traveling through Arco Metropolitano, in Baixada Fluminense, Rio de Janeiro, and family members claim that the shot came from federal highway police officers.

According to the child’s father, William Silva, who was driving the vehicle, they passed a PRF station without being approached, but a police vehicle began following them and fired when the car was almost stopped.

Interministerial Ordinance 4,226, of 2010, establishes rules for the use of force by security agents and specifies that the use of firearms against vehicles that violate police blocks on public roads is not legitimate, unless it poses an immediate risk of death or serious injury to agents or third parties.

“We need to highlight that it is not a method accepted by the PRF, this is not provided for in any of our manuals. On the contrary, we have an interministerial decree from 2010, signed by the then president Lula, decree 4226, which makes it clear (…) that it is prohibited to fire a firearm at a vehicle that has evaded a police blockade or that has not responded the stop order. And then regardless of whether this order existed or did not exist. It is not allowed to fire a firearm at the fleeing vehicle, we have to carry out tactical monitoring”, explained the general director of the PRF in an interview with GloboNews.

The actions of the police officers involved in the case are under investigation to clarify the circumstances of the shot that hit the child. Heloísa is hospitalized in serious condition.
