Anyone who wants to prevent the collapse of our health system would primarily have to trim down the artificially inflated hospital world and curb the rush on hospital outpatient clinics. There is no way around mandatory patient monitoring. The Minister of Health has no authority for such reforms. He has no chance against the overpowering “sovereign princes”. They form an insurmountable “SPÖVP wall” to ward off any reform efforts. To compensate for this helplessness, the Greens are now throwing themselves into the private sector.

The ravaging disputes within the professional representation benefit him: employees against private practitioners, statutory health insurance against elective doctors, general practitioners against specialist colleagues, house pharmacists against non-house pharmacists, city doctors against rural doctors. New in the “Ring”: “Lone fighters” against advocates of primary care units. The conflicts between those who support compulsory membership and those who oppose compulsory membership are also resurfacing. This discord paves the way for the “mini-reformer.”
