While Kovid divided the districts for control, all the three districts where the CPM district convention was to be held were in areas of less control. Thrissur and Kasaragod, where the conference begins today, are not part of any control group. Alappuzha is also in the category of no complete ban on public functions.

There are two criteria for classification of districts for imposition of restrictions. 1) Increase in the number of Kovid patients in the hospital and ICU.

The CPM convention is scheduled to conclude in these three districts of Thrissur, Kasargod and Alappuzha. Of these, Thrissur and Kasaragod are among the six districts which are not in the three divisions. Hence the general control applies. That is, there is no absolute ban on anything. Alappuzha, on the other hand, has relatively few restrictions in the A category. Public events are not prohibited here either.

However, collectors had earlier banned public functions in all the three districts. With the new order of the government, it was canceled. In short, the government’s new policy is a blessing in disguise for the CPM, which has been accused of violating the ban on public events. The only barrier is the 50-plus criteria for events.
