The vice president of the CNE, Enrique Pita, does not agree that President Noboa can ask for a vote in the popular consultation.
The president of the National Electoral Council (CNE), Diana Atamaint, expressed this March 28 that the President of the Republic, Daniel Noboa, has no impediments to campaigning for Yes in the popular consultation on April 21, 2024.
This was declared by the president of the CNE, Diana Atamaint, after the organization’s accountability ceremony. Although later the vice president of the electoral body refuted this assertion.
Atamaint explained that the political and social organizations registered in the CNE are the ones that can campaign, but clarified that President Noboa also has the right to do so due to his quality as a proponent.
“We cannot lose sight of who the proponent is: he is the President of the Republic and he has every right to mention this proposal, which is his initiative,” said Atamaint.
«“I don’t see any impediment to him disseminating the proposal that he proposed for popular consultation.”Atamaint continued.
“He issued a decree and he has to let the citizens know what he wants to ask the country about.” A different case occurs with the political movement National Democratic Action (ADN), of the President of the Republic.
Atamaint expressed that this movement is not legally recognized and is not a political subject.
Disagreement in the electoral body
However, the vice president of the CNE, Enrique Pita, expressed his disagreement with this argument by Atamaint in his X account.
For Pita, the Government can only carry out a campaign explaining the questions, in its capacity as proponent. But asking for a “Yes” or “No” vote can only be done by registered political and social organizations.
