The incident occurred on February 9th in the La Venta sector of Santo Domingo Oeste, outside a bar, according to court documents. Joel Ramírez, who was working as a DJ at the time, was fatally shot. Julio César Rosario was also injured, sustaining gunshot wounds to his foot and face, officials stated.

According to the Ministerio Público, the prosecution alleges that the altercation began when Martínez Matos and other patrons were asked to abandon the establishment following a dispute inside. After a brief struggle with individuals attempting to intervene, he allegedly shot Ramírez without provocation, according to the fiscalía. Ramírez died while receiving medical attention.

Fiscal Anyelina Vicioso presented the case for the measure of coercion, citing violations of articles 295 and 304, paragraph II, of the Dominican Penal Code, relating to homicide. Martínez Matos is also accused of violating articles 66 and 67 of Law 631-16 concerning the control of firearms, El Nuevo Diario reported.

Judge Reye Rodríguez presided over the hearing and ordered Martínez Matos to be held at the Centro de Corrección y Rehabilitación Najayo Hombres, a men’s correctional facility.
