Union Health Secretary Sunil Gupta had lodged a complaint with the CBI last October. In that, he has filed a complaint against a total of 73 people including 62 people who have completed their medical studies abroad and have not passed the medical qualification test and 12 people who have not formally registered with the Medical Council of India to work as doctors in India.

Without coming to the attention of the Medical Council of India, it was revealed that with the help of the Medical Council administrators in some states, some people were illegally registering themselves only with the State Medical Council and working as doctors. In this regard, the CBI registered a case against 73 foreign medical graduates and 14 state council administrators and the Medical Council of India administrators in Delhi on the 21st.

Following this, CBI officials conducted raids at 91 locations across India today. In particular, the inspection was conducted in 14 state medical council offices and 73 places related to foreign medical graduates. The test was conducted at two places in Tamil Nadu, Madurai and Tirunelveli.

Vignesh Velikakannu from the suburbs of Madurai completed his post-graduate course in medicine in Russia in 2009. Then in 2020 they registered as a doctor in Bihar Medical Council. But, he did not pass the doctor’s qualifying examination in India in 2018. Similarly, Sears Samuel, a resident of Tenkasi, Tirunelveli district, completed his post-graduate medical degree in Russia in 2007 and registered with the Bihar Medical Council in 2019.

But, he did not pass the medical qualification exam held in India in 2021. For these reasons, officials raided their homes and medical facilities.

According to the CBI, various important documents and fake certificates have been seized during the raids in 91 places including Tamil Nadu. Further investigation has revealed that people with fake certificates are working in various hospitals in India.

Also, the CBI has informed that a detailed investigation is going on as to how many foreign medical graduates have been given fake certificates by these 14 State Medical Council administrators and Indian Medical Council administrators. It is noteworthy that the name of Tamilnadu Medical Council is not included in this.
