The second term will not be realized, the chances for the third are getting smaller and smaller and all parties are actually already in an election campaign. This was the picture in the 50th parliament on Wednesday – on the 21st day since its start. And the most likely date for the elections is October 6.
DPS received refusals to meet for the second term on Wednesday from everyone, even before the president handed over the folder for forming a government to the second largest parliamentary group.
A day earlier, Delyan Peevski sent letters to the leaders of groups, inviting them to a conversation on 3 priority topics. And also by letters he received the refusals of GERB, PP-DB, BSP and ITN. “Vazrazhdane” were not invited, and “Velichie” no longer have a band. Among the priorities highlighted by Peevski to seek consensus in the National Assembly are:
1. Investments and economic growth supported by policies in the field of education, regional policy, health care, culture, etc.
2. Guaranteeing defense, energy and food security against terrorist threats; security against domestic crime
3. Predictability and consistency of Bulgaria in the EU and NATO. “We appreciate your efforts, but the differences and opposition between parliamentary groups do not create the necessary basis for forming a stable government.” wrote Boyko Borisov.
He thus confirmed that GERB will not support a second and third mandate under any conditions. He stated this in his first briefing after the election, repeated it more than once in the days leading up to the first term vote, as well as after his failure. Borisov himself was not in parliament on Wednesday. Deputies revealed that it is already tightening the GERB for elections – it is going around the structures in the country, checking where the party offices work, whether people are gathering.
A written refusal to talk about the second mandate also came from PP-DB. They did not find key priorities among those listed by Peevski, such as the rule of law, the fight against corruption, reforms in the judicial system and in the regulators.
But the coalition has never reached an understanding on what to do with the third one if the president hands it to them. They offer from DSB technical governmentbut “Change” are firmly against it and want to remain the opposition in this parliament until the end.
The BSP continue to promote how with the third mandate a supra-party expert should be made cabinet of national agreement. Peevski was told that they had a decision of the National Council not to support the first two mandates.
Before the election, ITN and “Vazrazhdane” raised the topic of the euro. After refusing the DPS, Slavi Trifonov’s people supported the resubmission by “Vazrazhdane” of a request to call a referendum to preserve the leva. Unofficially, from the conversations of GERB with ITN during the first mandate, it was understood that they asked Borissov to postpone the euro. Otherwise, Toshko Yordanov explained yesterday that their support for the referendum is only moral – that people’s signatures should not go in the basket, and ITN would agitate to vote against, because “Bulgaria must enter the Eurozone when it is ready”.
