In a letter addressed to the Minister of Labor and the Public Service, viral on the web, the Prime Minister, Dr Bernard Goumou, spreads in the public square, the political shortcomings and a very approximate sense of the State, to say the least worrying about the part of a Head of Government of a Transition dedicated to the Refoundation and which wants to be the last of the history of Guinea, by endowing the country with solid foundations of a true Republic.

We can never remember it enough. After the capture of President Alpha Condé, on September 05, 2021, Colonel Mamadi Doumbouya, the one who was still Commander of the Special Forces Group, from the steps of the Presidential Palace of Sékhoutoureya, even before going to the RTG to proclaim the coup d state operated, declared: “The sociopolitical and economic situation of the country, the dysfunction of the republican Institutions, the instrumentalization of Justice, the trampling of the Rights of the citizens, the disrespect of the democratic Principles, the excessive politicization of the Administration government, financial mismanagement, poverty and endemic corruption have led the Republican Army to assume its responsibilities vis-à-vis the sovereign people of Guinea”.

The various points mentioned in this very first declaration, retained as the reasons if not the justifications for the overthrow of the regime in place, reflected a certain sincerity in the heartthrob of President Alpha Condé and conferred support for his putsch from the first hours. From then on, the following days, weeks and months, like the gold rush, Guinean executives or posing as such, from all walks of life, in search of administrative posts, flocked to the seat of the new power in order to to snatch a deed of appointment.

If Colonel Mamadi Doumbouya was sincere, it is obvious that the Commander of the Special Forces Group who has just risen to the top of the Guinean State knows nothing about public administration and knows few executives. Overall, on the basis of the proposals of his relatives and acquaintances invested with his confidence, he proceeded to the appointments of the dignitaries of the CNRD regime who today govern and manage Guinea at all levels of responsibility (ministers, secretaries general, chiefs of cabinets, governors, prefects, general and national directors, EPA, PCA, Head of DAAF, etc.).

In accordance with the logic of correcting the evils denounced in the very first declaration, this entire Establishment of the New Order swore on the Holy Quran or the Sacred Bible before taking office. All this denoted a concern for success on the part of Colonel Mamadi Doumbouya. Competent and honest executives, no doubt, in this batch of promoted all categories. It must be admitted all the same that some were proposed not without haggling. But, we must not fall into parochial quarrels.

Thus, taking into account only the annual report on the state of governance and accountability of the General State Inspectorate, published last June and mentioned during the Council of Ministers on June 15, by the Head of State, Colonel Mamadi Doumbouya, it is now officially established that shortcomings exist in public administration.

Once the bitter observation has been made, the phenomenon accepted, we notice that the President of the Transition, Colonel Mamadi Doumbouya, has fully assumed his responsibilities by instructing “the Government to make improvements”, as mentioned in the letter of the Prime Minister, Dr. Bernard Goumou.

However, if Colonel Mamadi Doumbouya correctly perceived the evil and recommended the patient, Doctor Bernard Goumou misinterpreted the diagnosis and seriously sinned on the remedies to be provided by hastily asking the Minister of Labor and the Public Service, Julien Yombouno, to send him a proposal for the permutation of the Directors General and Deputy Heads of Public Bodies (EPA, Public or Mixed Company, Independent Administrative Authority, etc.) under your Department. It is possible that the very enthusiastic, Dr. Bernard Goumou, is in good faith, but the “solution” that he envisages in the face of the real equation posed by President Mamadi Doumbouya, in addition to being inappropriate, also leaves worrying doubts on the political maturity and the sense of the State of the Prime Minister that he is, as well as the capacity for analysis and the administrative skills of his collaborators.

On what basis and on what criteria will the Minister of Labor and the Public Service propose a change of position at the head of public bodies (EPA, public or mixed company, independent administrative authority? Why on such a short notice? Does he even have the skills and the means to respond on his own to such administrative negligence from which nothing, for the moment, spares him personally?

Are not the directors general and the assistants of these public bodies (EPA, public or mixed company, independent administrative authority) in the same way as the minister, himself, as well as his fellow members of the government who are integral parts of the same administration? who identifies shortcomings? Aren’t they all appointed by the Head of State? How can the permutation of the General and Deputy Directors of the EPAs be enough to correct the administrative shortcomings?

In a regime as Presidentialized as the Transition, such a clear and precise instruction from the Head of State should have led the Prime Minister to first define an objective and transparent plan for identifying the shortcomings and inefficiencies reported in all the sectors of the administration and not to reduce or limit them to a scale so inferior and so insignificant as the EPAs which unfortunately arouse the covetousness and the gluttony of the various clans. Submit, then, the results of these various evaluations, inspections or audits to the President of the Transition. Such an approach seems better indicated, just and more effective than that contained in the letter addressed, hastily, to the Minister of Labor and the Public Service likely to save from shipwreck mediocre or incapable friends and relatives, to sacrifice efficient directors and deserving, harm the CNRD and harm the whole country.

Opportunity to clean up?

Indeed, on the eve of year 2 of the advent of the CNRD in power, does not the Prime Minister thus have an official opportunity with this Presidential instruction to carry out a general evaluation of the central administration? , starting first with the members of the government, of whom, as we know, few of them were known to Colonel Mamadi Doumbouya when the government was formed?

Thus, the ministers, general secretaries, chiefs of staff, governors, prefects, general and national directors, EPA, heads of DAAF without results or incompetent will be purely and simply replaced. If necessary, prosecute those who have engaged in indelicate management.

The time is no longer conducive to testing or experimentation through the game of permutations and for the general and deputy directors of the EPAs than for all the leaders, appointed for nearly 2 years by the President of the Transition. It is a question of knowing today who, on the basis of performance and morality, has the merit or not of continuing the march towards the achievement of the objectives expected of the Transition regime before the return to a lasting constitutional order. . The solution of the equation and the salvation of the CNRD regime are at these prices, not at all expensive.
