Meeting on the evening of Wednesday August 3 to agree on a final version of the 2022 amending finance bill (PLFR), the deputies and senators of the joint joint committee finally signed an agreement, paving the way for the final adoption of the text by a vote in each of the two chambers on Thursday. The rectified budget was first approved in the Palais-Bourbon by 292 votes against 120 and in the Senate by 233 votes against 97.

This amending finance bill provides for additional expenditure of 44 billion euros. Here are the main measures it contains:

► Renationalisation d’EDF

Announced by Prime Minister Elisabeth Borne, the renationalisation of EDF is one of the key measures of the bill. Deputies and senators thus voted an expenditure of 9.7 billion euros, intended to buy 100% of the French electricity production and supply company, currently 80% owned by the State.

► Extension of the fuel discount and the price shield on gas and electricity

This amending budget provides an envelope of 4.6 billion euros to limit the rise in energy prices. These credits will, among other things, increase the fuel discount, increased to 30 cents in September and October and which will gradually end by the end of the year.

The budget will also be dedicated to maintaining the tariff shield on gas and electricity until the end of 2022. Implemented in 2021, the measure aims to cap the increase in electricity bills at 4%, and to freeze gas prices at their October 2021 level.

Finally, a fuel allowance will be granted to low-income workers, who will be able to receive between 100 and 300 € per car and per worker, modulated according to the composition of the household and income. Private, public employees, apprentices, self-employed forced to take their vehicle to go to work will be able to benefit. A bonus will be provided for those who live more than 30 km from their place of work, or who travel more than 12,000 km per year for their job.

► Increase in the index point for civil servants

As of July 1, 2022, i.e. retroactively, civil servants will see their index point increase by 3.5%. This will be the largest increase since 1985.

► Abolition of the audiovisual license fee

Emmanuel Macron’s campaign promise, the bill provides for the abolition of the audiovisual license fee from 1is January 2023. The tax is currently €138 in mainland France and €88 overseas for people with a television set. The tax brings in about 3 billion euros per year, and is used to finance public media.

Following the will of “remove taxes that weigh on the French”in the words of Gabriel Attal, Minister Delegate in charge of public accounts, the measure has however aroused strong opposition from the left, which fears for the financing of public broadcasting and sees it as a threat to its independence.

The bill plans to replace this part of the financing of public media by part of the VAT, up to 3.5 billion euros.

► Exceptional back-to-school assistance

Beneficiaries of social minima and the activity bonus will receive exceptional aid at the start of the 2022 school year, varying according to the different categories.

The measure was the main point of confrontation between the two chambers. Initially, the premium had been set at €100 by the government for anyone reaching the social minima. But the senators favored, for their part, a bonus of 150 € granted only to recipients of the activity bonus and the allowance for disabled adults (AAH), halving the number of households concerned.

The parliamentarians finally agreed that all recipients of social minima can collect it, but with a flexible amount. The government has thus undertaken to add 100 million euros to the initial budget, estimated at one billion.

► Monetization of RTT and tax exemption of overtime

Employees will now be able to convert their RTT (“reductions in working time”) into wages, under certain conditions, rather than asking them. The measure was, in the initial text, to go until December 31, 2023. The senators voted to maintain it until the end of 2025. The modification was approved by the CMP.

This « victoire » was savored by LR parliamentarians who wanted sustainability, while on the left there is talk of a defeat “bitter” and a real questioning of the 35 hours.

In addition, the amending budget also plans to increase the amount of tax-exempt overtime. The maximum amount was up to now €5,000 and companies will be able to go up to €7,500. They will also be able to double the amount of tax-free aid paid by employers to employees to cover fuel costs (from €200 to €400).

► Increase in funding for local authorities

Finally, parliamentarians voted in favor of an envelope of 750 million euros allocated to local authorities to deal with the various increases in expenditure induced by the measures of the bills for purchasing power and the PLFR.

The National Assembly had, at first reading, demanded 120 million euros to help the departments cope with the 4% increase in the active solidarity income (RSA), and 180 million for the increase in the index point. officials. The elected officials of the High Assembly obtained an additional 450 million.
