The bill, which brings drastic changes to the health sector, is in the final stretch, as it has been submitted to the Parliament for a vote. “Public health actions – Arrangements for the strengthening of the National Health System” regulates the remuneration of the NHS doctors who will participate in the afternoon surgeries, which will be considered as income from the exercise of a private project, while the NHS doctors are given the possibility to they also work as individuals. At the same time, the bill legalizes the stay in the National Health Service of doctors over 67 years old, exempts those admitted to the Medical School up to the academic year 2012-13 from the obligation of field service and specifies the details for the compensation of those specializing in anesthesiology.

Article 51
Article 51 also provides for the cancellation of unpaid fines together with interest that have accrued over time to those who had not been vaccinated against the coronavirus, given that the legislator’s philosophy at the time was to protect public health and not to punish them. However, the bill supports the vaccination program. Pharmacists are now licensed to administer all vaccines prescribed for adults, including vaccines against the coronavirus.

In the latter case, regardless of the formulation, they will collect five euros from the citizens. For those who are unable to travel for health reasons, the legislator assigns the EODY as the official responsible for vaccination against the coronavirus. Insured persons are also required to pay, as of April 1st, 1 euro per referral for the performance of diagnostic tests of biological materials and three euros per referral for the performance of imaging tests in private diagnostic centers contracted with EOPYY and to clinical laboratory doctors.

With the aim of rationalizing pharmaceutical expenditure, the bill designates the Medicines Division of the EOPYY as responsible for controlling the exceeding of the doctors’ ceiling, while the Prescription Control Committee of the EOPYY will examine the overprescription by doctors not only of medicines, but also diagnostic tests, medical procedures, medical technology products and special nutrition products. The bill resolves issues regarding the agencies supervised by the ministry and especially the EODY.

The terms
The legislator also clarifies the operating conditions of Medically Assisted Reproduction. Thus, from now on, twelve children from gametes of the same third donor are set as a maximum, provided that the recipients have permanent residence in Greece. In another point, the enhanced powers of the National Authority for Medically Assisted Reproduction are defined, such as the carrying out of ex officio or following a complaint emergency inspections of Cryopreservation Banks and Units.

The bill incorporates preventive medicine actions. In particular, it foresees the expansion of screening against breast cancer to women aged 45 to 74, as well as the participation of mobile units to carry out preventive examinations (mammograms) to women who live in hard-to-reach areas. Also, by legislative regulation, the “Promotion of child-family health” project, funded by the resources of the National Recovery and Resilience Plan, is implemented, which concerns the prevention of clinical and developmental problems of children that arise during their infancy, adolescence and adulthood.
