Government announces ‘social mobility improvement plan’
In order to discover and support outstanding students from low-income families at an early stage, the government expanded the scope of support for the ‘Dream Ladder Scholarship‘ to include elementary school students, and announced that the ‘Hope Ladder Scholarship’, an employment-linked scholarship, will also prioritize students from low-income families.
The government announced this ‘measure to improve social mobility’ at an emergency economic ministerial meeting chaired by Deputy Prime Minister and Minister of Strategy and Finance Choi Sang-mok on the 1st.
First, we plan to expand the Dream Ladder Scholarship, which is intended for students in the first year of middle school to the third year of high school, to include elementary school students. Whether or not support will continue will be decided after four years of implementation for 5th and 6th grade elementary school students and a performance evaluation.
The ‘Gifted Raising Project’, which currently targets 4th grade elementary school students to 3rd grade high school students, is considering establishing a new course for 3rd grade elementary school students starting next year and expanding the number of people selected (currently 720 people).
To ensure a fair starting opportunity for vulnerable children, we are also considering expanding the support target for the ‘Dream Start’ project targeting single-parent families with income below 50% of the median income (beneficiaries, second-lowest income families).
We will also continue to promote customized private education reduction measures to absorb the diverse demand for private education in kindergartens, elementary, middle, and high schools into public education. To alleviate the burden of private education expenses, monitor excessive collection of tuition fees and reflect the efforts of provincial and provincial offices of education in the results.
In the case of vocational high school departments, they will be restructured into new industrial fields such as artificial intelligence (AI) and future cars, and additional micro-curriculums (10 this year) linking majors and new technology fields will be selected.
In particular, the proportion of high school graduates among new hires at public institutions will be increased. In other words, in order to encourage its spread to other sectors, including private companies, and to reduce the gap between classes, financial support and scholarships will be provided, focusing on low-income people.
When selecting Ladder of Hope ‘Type I’ scholarship students, it was decided to select economically vulnerable groups (recipients of basic livelihood security, the next-lowest class, etc.) first, and also establish a new housing scholarship of up to 2.4 million won per year to cover housing costs for low-income college students.
We plan to expand the scope of support for national scholarships (from 1 million to 1.5 million people) and expand support for work-study programs for low-income college students (from 140,000 to 200,000 people).
The university transfer system will also be improved. We decided to expand transfer opportunities by improving the university transfer system focusing on the four major requirements (school materials, teachers, teachers, and basic assets for profit).
In addition, the ‘Presidential Science Scholarship’ will be expanded and the ‘Research Life Scholarship’ will be introduced for graduate students in science and engineering fields. In the case of cyber universities, we develop and support the operation of curriculum design and improvement of teaching and learning methods to promote distance education for the underprivileged.
An official from the Ministry of Strategy and Finance emphasized, “Parents’ economic power affects the educational gap of their children, and the educational ability gap is re-proliferated as a job and income gap,” and added, “We will expand educational opportunities based on ability and effort.”
