Dutch Cabinet Seeks Fix For Double Energy Tax On Home Batteries

Dutch officials are investigating solutions for a double energy tax burden on home batteries and bidirectional electric vehicles.

The push to eliminate the double energy tax comes from a joint response issued by State Secretaries Annet Bertram of Infrastructure and Water Management and Eelco Eerenberg of Finance. They addressed parliamentary questions from the CDA and D66 parties, which pressed the cabinet this summer to swiftly resolve the taxation hurdle for bidirectional charging.

Financial Impact and the Revnext Calculations

The issue occurs when a household pulls electricity from the local grid, stores it in an electric vehicle or home battery, and later discharges it back out. Tax authorities levy the energy tax twice on that exact kilowatt-hour: once when drawing it from the grid, and again when another party eventually consumes it. Network operator Stedin warned earlier that this tax mechanism would completely wreck the business case for bidirectional charging starting in 2027.

When the Tax Applies and How Net Metering Masks It

The cabinet noted that double taxation does not happen in every scenario. Households that generate their own power, store it behind the meter, and consume it themselves pay zero energy tax. The same exemption applies to anyone pulling grid power, storing it in a home battery, and using it directly.

For most households, the national net-metering scheme has effectively masked the underlying tax problem. However, that safety net disappears on January 1, 2027, when the net-metering arrangement for solar panels officially ends.

National Roadmaps and Grid Congestion Relief

Despite the financial friction, the government is pushing ahead with integration plans. Bertram presented a national roadmap for bidirectional charging aimed at ensuring every new electric vehicle can function as a mobile battery by 2035.

The state secretaries confirmed that an upcoming scaling program, slated to start in the first quarter of 2027, will evaluate how apartment dwellers and street-parked vehicle owners can access these grid-balancing benefits.
