The Encuentro case has been raised again because the Prosecutor’s Office released expertise such as chats and call transcripts.
According to the Prosecutor’s Office, the case investigates a criminal structure made up of public and private servants that was formed to obtain economic profits from: CNEL EP, BanEcuador and the National Customs Service.
“With its actions, the group would have directed the awarding of contracts and the irregular entry of people into state companies, with the aim of obtaining economic returns,” indicates the institution led by Diana Salazar. January 9, 2023: Based on a police report, which reports on an alleged corruption network made public by a digital media outlet, a preliminary investigation is opened.
January 20, 2023: The Prosecutor’s Office leads an operation in which 8 simultaneous raids are carried out in Guayaquil and one more in Quito, at the homes of people under investigation. Evidence is raised – such as documents, storage devices, cell phones, computers and jewelry.
July 14, 2023: Rubén Cherres, a friend of Danilo Carrera, was murdered when the case was under preliminary investigation.
November 24: The judge orders preventive detention for Danilo Carrera (replaced by house arrest because he is over 65 years old), Hernán Luque; Leonardo Cortazar; and Gabriel M. For Julio L., Roberto B. and Antonio I. orders a ban on leaving the country and a presentation once a week at the Prosecutor’s Office. Additionally, Jorge O., weekly presentation at the Ecuadorian Consulate in Miami, United States.
During the hearing, the Prosecutor’s Office identified Danilo Carrera and Rubén Cherres as leaders of the criminal structure.
February 8th: Hernán Luque is arrested in Argentina. He has not yet been extradited.
February 19, 2024: The Prosecutor’s Office links 2 more people and the Judge in the case dictates preventive detention for Karen Leonor CO and Éricka Tatiana FM
