From September 05 to 13, 2023, Sun Beach Hotel in Cotonou is hosting the 52nd ordinary session and the 2nd ordinary session of the Uemoa Interparliamentary Committee. “The implementation of community competition rules”, “the implementation of the African continental free trade area: challenges and opportunities” and finally “e-commerce at the center of parliamentary debates”. These are the three subjects that will be dealt with, thanks to experts from the WAEMU Commission, during this statutory meeting of the sub-regional parliamentary institution which brings together 8 West African countries. Also at these meetings, the Cip-Uemoa deputies will examine the 2024 budget as well as the 2024-2026 multi-year budget programming framework of the Cip and will take stock of the execution of the 2023 budget of the Cip as of August 31, 2023, and finally they will discuss the socio-political situation in the member states of the union.
In his opening speech, he Richard Allossohoun, from the outset, reiterated Cip-Uemoa’s congratulations to President Vlavonou for his re-election as head of Parliament. His presence at this ceremony is concrete proof of the fraternal and friendly relations between the national representation of Benin and the Interparliamentary Committee of Uemoa, he acknowledged before expressing his gratitude to President Patrice Talon for his leadership and his deep dedication to the integration process. His gratitude also went to the interim resident representative of WAEMU in Benin.
Need for strong integration
Continuing his remarks, He Allossohoun above all reminded the deputies that this 2nd ordinary session opens in a difficult regional context where our community space faces multifaceted challenges linked to exposure to both external and internal shocks. , in particular, socio-political crises, the narrowness of its financial system, peace and security, infrastructure constraints, the slowness in the transformation of the economy, the negative effects resulting from climate change. In view of these difficulties which a single State obviously cannot overcome, HE Richard Allossohoun indicated that only strong integration, well understood and accepted by the populations, based on an unwavering political will, constitutes the unconditional path which imposes itself on our States. “Therefore, our Union must consolidate the fundamental pillar of integration which is the free movement of people and goods, through the effective appropriation of reforms by the communities of our States themselves.”, insisted the vice-president of Cip-Uemoa before making some proposals. According to him, to achieve this, we will have to persevere in raising awareness among the populations and carry out adequate advocacy with decision-makers for the application of policies common to the union, through the harmonization and implementation of the practical provisions promulgated. by the modified Treaty of the West African Economic and Monetary Union of 2003. Furthermore, in his speech, the vice-president of Cip-Uemoa expressed the solidarity of the sub-regional parliamentary institution to the Nigerien people and wished for an exit peaceful crisis and above all a prompt return to constitutional order through dialogue and mediation with regional institutions in particular ECOWAS and UEMOA.
