Transmitted on December 23 to the social partners, the text provided for a new scenario, consisting of reducing the duration of compensation by 40% when the unemployment rate drops below 6% of the active population. He had angered the unions.
“I hear that this point may not have been discussed enough, so we will remove this third level from the decree which will come into force on February 1”explained the head of government on Franceinfo. “We will put this subject back in the consultation on the future rules of unemployment insurance. »
Principle of “countercyclicality” now in the law
As announced at the end of November, the project provides for a 25% reduction in the duration of compensation for all jobseekers who open up rights from 1is february. But, a new fact, it was envisaged that the duration of compensation would be reduced by 40% and not by 25%, when the unemployment rate drops below 6% (it is currently at 7.3%).

The Ministry of Labor clarified on Tuesday morning, after this announcement, that “the principle of “countercyclicality” [une modulation des indemnités chômage en fonction de la conjoncture économique] is now in the law published on December 21 and will therefore be one of the central elements of the future negotiation of the social partners on the subject of the compensation rules from January 24”.
