Elisabeth Borne receives the presidents of the parliamentary groups of the National Assembly and the heads of political parties, at Matignon, in Paris, September 14, 2023. JULIEN MUGUET FOR “LE MONDE”

A dark warning. “Division is poison”, warned the Prime Minister, Elisabeth Borne, Thursday September 14 in Louan-Villegruis-Fontaine (Seine-et-Marne), at the end of the parliamentary days of the Renaissance group. After a detour, Monday, at the return of the MoDem deputies to La Roche-Posay (Vienna), and before that of the Horizons elected representatives in Angers, Friday, the head of government came to make sure “unity” of its relative majority, while the parliamentary situation could quickly escape its control. About ten days before the resumption of work in the National Assembly, she insisted on this division which “leads to the blocking of institutions, political paralysis and then defeat in elections. (…) We must have moments of exchange and once the line is set, move forward as a unit. »

The day before, the new leader of the Renaissance group, Sylvain Maillard, had also alerted his troops to the risk of a “cacophony” in its ranks: “Dispersed, we open up loopholes for our opposition. » However, a few minutes later, during a closed-door meeting, its deputies expressed their resentment for more than an hour, regarding the transpartisan column published Monday in Release on the immigration bill. This was signed by the Renaissance president of the law commission, Sacha Houlié, and eleven other deputies from the presidential camp, alongside around twenty left-wing elected officials – including the socialist Boris Vallaud and the communist Fabien Roussel.

In this text, the signatories defend in particular the regularization of undocumented workers in professions in shortage. This measure included in article 3 of the immigration bill arouses very strong reluctance on the right, to the point that the leaders of the Republicans (LR) are threatening to table a motion of censure to defeat a text that they consider ” lax “. If the content of the platform carried by the Macronist left wing does not go against the majority position defended within Renaissance, the display of elected officials from the presidential camp with left-wing opponents is causing a stir. “In terms of form, will the signatories of the oppositions commit to voting for this text or at least abstain? We do not know it “asks Sylvain Maillard.

“Might as well review the method”

Beyond this media offensive, it is the method employed by the executive and its procrastination on its text which continues to fuel doubt among Renaissance deputies. Some of them are calling for splitting the immigration bill into several texts in order to achieve a majority with the right on the repressive aspect which aims to accelerate the expulsion of delinquent foreigners, then with the left on the integration aspect. through work. “Rather than jumping into the void without a parachute, we might as well review the method and secure the majority of the different texts a little better,” believes the chairman of the Economic Affairs Committee, Guillaume Kasbarian.
