In the National Assembly, the season of budgetary debates is open, and with it its salvo of 49.3. By bursting into the podium of the National Assembly, Wednesday September 27 shortly before midnight, the Prime Minister, Elisabeth Borne, took responsibility before the deputies on the public finance programming law (LPFP), activating the first 49.3 of this second year of legislature, the twelfth on the clock for the occupant of Matignon. “After listening to everyone, I see that beyond the presidential majority, no group is ready to vote for this essential text for our country. We need this law to program our public finances. We can’t take the slightest risk.” justified Ms. Borne in the face of a sparse hemicycle. In a choreography now known, the Macronist deputies applauded the head of government, while the “rebellious” elected officials present in large numbers booed her and those of the National Rally (RN) also exclaimed, some of them slamming their desks.

Before Ms. Borne took responsibility for her government, the presidential camp – with the support of the Les Républicains party – had managed to counter by 175 votes to 119 the motion for rejection prior to the text tabled by the socialist group. This was voted for by all the groups of the New Popular, Ecological and Social Union (Nupes), the RN and the Liberty, Independents, Overseas and Territories (LIOT) group. But in the absence of a sufficient majority to pass this bill which establishes the budgetary trajectory for the period 2023 to 2027, Elisabeth Borne chose to resort after two hours of discussion to this article of the Constitution which allows the adoption of a text without a vote.

She thus returns to the risk of seeing her government overthrown by a motion of censure, voted by the coalition oppositions. The Nupes deputies immediately announced the tabling of a common text. “We open our season of popular censorship by filing a motion of censure”explained from the Salle des Quatre-Colonnes the leader of the “rebellious” group, Mathilde Panot, surrounded by socialist, communist and environmentalist deputies. “We have power that hangs by a threadcontinued Ms. Panot, mocking a presidential camp “minority in the Assembly and in the country”.
