This proposal was developed at the Elysée, in particular by political-military advisor Xavier Chatel. She surprised the Quai d’Orsay. It appears to take into consideration domestic, anti-terrorist issues, at a time when Paris is seeing that the conflict is resonating powerfully on its soil. The Elysée seeks to ban all solidarity with Hamas, by urging its partners to recognize the fact that the Islamist movement must never again be considered as a legitimate political actor, in Europe or in the Middle East.
