EU Leaders’ Summit: Hungary’s Block Threatens Ukraine’s Bid for EU Accession and Aid

Hungary’s Prime Minister, Viktor Orban, has created a potential roadblock for Ukraine as it seeks support from the European Union. If Ukraine is to make any headway during an EU leaders’ summit, it will require the approval of Orban, who has signaled his opposition to Kyiv’s major aims.

The main issue at hand is a symbolic invitation for Ukraine to begin formal EU negotiations, as well as a request for €54bn in EU funds to support the Ukrainian economy through 2024 and an additional €24bn in military support.

In a video message to the summit, Ukrainian President Volodymyr Zelensky stressed that Ukraine had met every obligation required by European leaders. However, Orban has expressed concerns about Ukraine’s war, corruption, its agricultural sector, and the treatment of its Hungarian minority.

Despite broader support from other EU leaders for Ukraine’s requests, Hungary’s opposition could prove to be a significant hurdle. Orban has stated that there is “no reason to discuss anything because preconditions were not met,” potentially derailing Ukraine’s hopes at the summit.

The European Commission’s decision to unblock approximately €10bn of funds for Hungary is seen as an attempt to soften Orban’s position. However, Hungarian objections remain, jeopardizing Ukraine’s chances for support from the EU.

The stakes are high for Ukraine, as it risks losing the war with Russia. Meanwhile, Orban aims to solidify his influence in Europe, with an eye on the upcoming European parliamentary elections in 2024.
