After more than 16 hours, EU lawmakers and governments are still arguing over several key issues regarding the rules that will govern artificial intelligence (AI), according to two sources familiar with the matter.

The two sides reached a preliminary agreement on Thursday on how to regulate fast-growing generative AI systems such as ChatGPT, a source told Reuters. However, after 17 hours of talks, several key issues remain to be discussed, such as its use in law enforcement and access to source code, according to two sources familiar with the matter.

Meanwhile, the Council of the European Union has postponed until further notice a press conference scheduled for 09:00 this Thursday, while negotiations continue after 17 hours that included tense debates.

The debate between governments and EU legislators began on Wednesday at 4:00 p.m. EU countries and lawmakers have attempted to finalize the details of draft rules proposed by the European Commission two years ago, but have struggled to keep pace with rapidly evolving technology. This has made it difficult to achieve consensus.

The new law could become the model for other governments to follow in developing rules for their own AI sector, offering an alternative to the United States’ lax approach and China’s interim rules.
